An unannounced follow up complaint inspection was conducted on today's date by Licensing Program Analysts (LPAs) Emiko Bell and Judy Mora.

Upon arrival, LPAs were greeted by Executive Preschool Director Christi Navarrett, to whom the reason for the inspection was announced and who then guided LPAs on a tour of the pre-school classrooms to take census. Superintendent John Atwood was also present until 10:00 A.M.

Census: There were five children with one staff in the Rhinos; there were eight children with one staff in the Geckos; there were nine children with one staf in the Cats; there were nine children with one staff in the Ladybugs; and the children from the Frogs (9) and Butterflies (11) classroom were in the Toddler room for "Chapel" (there were eight Toddlers present for a total of 28 children). Staff-child ratio was met.

During today's inspection, interviews were conducted with nine staff and documentation in the form of the "Parent Student Handbook" and the "19-20 Preschool Tuition Contract Claremont" were obtained.

-Pertaining to the allegation of "Lack of supervision: Day care children were left unattended":

The allegation pertains to a day when a parent allegedly walked in and observed children left unattended in a classroom. When the parent asked their child where their teacher was, the child said that they were waiting for the teacher to be done in the bathroom with (child's name). All staff interviewed denied ever leaving a class unattended to assist a child in the restroom and denied being aware of any class which had been left unattended without a teacher present in the classroom.

As no disclosures were made by staff, the allegation has been determined to be Unsubstantiated.

This agency has investigated the complaint alleging that there was a violation of Title 22, Division 12, Chapter 1, Article 6, Section 101229 (a) (1), "Responsibility for Providing Care and Supervision." Based upon the evidence as presented above, it has been determined that the complaint was Unsubstantiated (formerly Inconclusive). A finding of Unsubstantiated means that although the allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation did or did not occur.

-Pertaining to the allegation of "Personal Rights: Day care child is not receiving proper assistance with toileting needs":

The allegation pertains to a child who allegedly refuses to wear any pants with buttons or zippers because the child cannot pull them down and is not offered assistance by staff with pulling their pants down. In addition, the child mentioned that they do not get assistance with wiping, and thus, marks are left in the child's underwear.

Of the eight staff asked, all eight staff stated that they would assist a child with pulling their pants up or down, unzipping or zipping up their clothing, and buttoning or unbuttoning their clothing. Of the eight staff asked about whether they would assist a child with wiping, seven of eight staff stated that they would assist with wiping if a child stated that they needed assistance.

One staff disclosed that there was a parent who inquired about assisting their child with wiping and then admitted that the child does not always ask for assistance with wiping.

As one staff admitted that they would not assist a child with wiping, and all other staff stated that they would assist if a child asked, the allegation has been determined to be Unsubstantiated.

Upon receipt, Executive Preschool Director Christi Navarrette posted the Notice of Site Visit. The Notice of Site Visit shall be posted for thirty (30) consecutive days. Failure to maintain posting as required will result in a $100 civil penalty.
