On September 15, 2023, Licensing Program Analyst (LPA) Carolyn Tuba conducted an unannounced required 1-year inspection. A COVID-19 risk assessment was conducted. LPA entered facility through the main office of Sumner Danbury Elementary school. There is a side door that leads outside to the state preschool classroom 601. LPA met with teacher, Kimberly Mueller and LPA took a census of 6 children and 3 staff in care. The program operates as a State Preschool age program. The teacher called the Director, Mariana Sanchez whose main office is located off-site. At approximately 10 am, Director arrived who oversees the preschool program and met LPA to facilitate the visit.

Hours of operation: The days and hours of operation of the program are Monday-Friday, 8:00 A.M.-11:00 A.M. and 12:00 P.M.-3:00 P.M. The program is currently only operating in the AM due to low enrollment.

Location: There is one large classroom. The classroom is near the main office and located towards the front of school. Next door to the State preschool there is two Special Day Classes and classrooms are located west of the State program. The classroom is enclosed by an iron rod gate. The playground is located down the hallway approximately 5 feet away from the State program and is surrounded by a chain-link fence and brick wall. The playground is shared with the Special Day classes; however, they are on different schedules. Director stated that she submitted a waiver request. LPA will be investigating as to what occurred with regards to that request. LPA observed that the school has a physical therapy pool that is utilized by the Special Day classes. LPA observed that the self-swinging door was propped open with a chair. However, there were two adults that are lifeguard certified at the time of visit and there is an additional locked gate but is not a self-swinging door. LPA and Director spoke to the Principal of the Sumner/Danbury Elementary School to advise that the door should not be propped open with the chair, as it should be used as an additional safety precaution. LPA observed after that chair was removed. A Technical Advisory was issued.

The classroom is one large room with two restrooms for the children which have one toilet in each restroom, an adult size sink, refrigerator, adult size desk, a storage room, and a workroom for staff to utilize. The parents have access to drop-off and pick-up by a side gate to the classroom a few feet away. The children enter through the classroom door and the classroom has an additional exit emergency door on the opposite side of the classroom.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. All posting requirements were observed on the Parent Boards. The Parent Board is located on the wall adjacent to the door through which the children will enter. A copy of the monthly menu is posted on the parent board and is also available online on the school website. All food is provided by the School District. During the A.M. program, breakfast will be served at 8:20 am, and in the P.M. program lunch is served at 12:20 pm.



There are currently no children who require medication. If they do it is kept in a high locked cabinet in the staff workroom, out of reach of children, as well as having a full-size refrigerator to store medication. Director stated that as well as having an IMS plan there are additional school district forms that parents must fill out for medication given to children. Classroom has a First Aid Kit in the cabinet and a First Aid backpack. The cleaning supplies are kept in the high cabinet out of reach of children.

There is a carbon monoxide, which was tested by the LPA and is working and operable. Smoke detectors are connected to the elementary school and are tested by the school district through-out the year. The last annual maintenance on the Fire Extinguisher was on August 2, 2023. Fire drill was last conducted and documented on September 7, 2023.

In the classroom, the children's restrooms have 2 toilets and 1 child-size sink, which is located right outside of the children’s restrooms. There is 1 water fountain inside the classroom connected to the child’s sink. Children may bring water from home and water bottles are provided by the facility as needed. The adult restroom is located in the main office and will be used by staff only.

There is no napping equipment in the State Preschool as it is a 3-hour program and nap time is not offered. LPA observed a sign-in/out book where parents sign their child in and found to be in compliance, however reminded Director that parents are required to use full signature.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.



Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California.

No citations were issued during today’s visit.

A notice of site visit was given and must remain posted for 30 days.
