On 4/23/2021, Licensing Program Analyst (LPA) Ariel Cazares conducted a technical assistance visit with Director Angela Bibile at the licensed facility via FaceTime due to COVID-19 and precautionary measures.

The purpose of the visit was to provide technical assistance to the facility that has been granted a waiver to temporarily operate outside of the conditions of their license. This waiver will be used due to the spread of COVID-19 in Southern/Northern California.

The child care will be operated Monday through Friday, 6:30am to 6:00pm. The waiver will allow the facility to provide care to school-age children under the preschool license and within their current capacity. A fire permit is on file for the facility. Should the facility need to operate beyond what has been approved in the waiver or any changes to the conditions of the waiver occur, the Monterey Park Child Care Regional Office shall be notified.

At 3:00 pm the classrooms were shown. The facility has an open concept that is split into two classrooms. The bathrooms were shown, which consists of two separate restrooms designated for the preschool children. The kitchen area was shown where currently children were having their afternoon snack. Past the kitchen area is the classroom where the school-age children occupy. The restrooms can be accessed from the school-age classroom towards the outside corridor. Classrooms do have hand washing signs and proper etiquette for sneezing. There are other signs posted throughout the facility that address social distancing and symptoms to look for, sneezing etiquette. There were a total of 15 children in the facility.

At 3:09 pm, LPA was shown outdoors where children are dropped off. The black iron gate holds all the postings for parents to review. Postings such as wear a face mask, temperature checks, social distancing. Children’s and parent’s temperatures are checked and logged by staff as parent’s sign them in and out.

Facility does provide snacks if needed, but parents prefer to bring the children’s lunches and snacks to the facility. Children bring their own personal water bottles and can be refilled as needed via a water pitcher. The ill isolation area is located in the director’s office, a separate staff restroom is available for use. The carbon monoxide detector in the facility was tested and found functional. The smoke detector in the facility is hardwired. There is a current fire permit on file with the facility. The fire extinguisher was last serviced 8/26/2020 and was located in the school-age classroom.

LPA was taken outdoors where children play which is located near the entrance of the facility. Any play equipment used is cleaned and disinfected daily. Indoor spaces are cleaned and sanitized daily by a maintenance staff and throughout the day.

To further ensure health and safety of the children in care, Community Care Licensing will provide on-going Technical Assistance (TA) to the facility. LPA advised director to stay updated with the Provider Information Notices (PINs) on the department website www.ccld.ca.gov as well as www.covid19.ca.gov for COVID-19 related information.

An exit interview was conducted with Director Angela Bibile. A copy of this report will be sent via email with an attached read receipt as proof of receipt. LPA requested report be signed and a copy returned to the Regional Office in addition to the confirmation of read receipt.
