Licensing Program Analyst (LPA) Crystal Green conducted an announced case management inspection to evaluate the facility's request to increase the capacity of the existing toddler option program. Due to COVID- 19 precautionary measures were taken, individuals present during inspection wore appropriate personal protective equipment. Facility was observed to be adhering to local public health guidelines. Licensing staff met with Director, Arpy Jahjah, who guided analyst on a tour of the facility. Licensee is requesting to decrease the preschool capacity and increase the toddler option program capacity temporarily for the upcoming school year. There are no shared areas between both programs. The facility operates on the campus of a private elementary school.

At 10:05 AM, Licensing staff was guided through a tour of classrooms and the outdoor playground areas. The facility is currently closed and there are no children in care at this time, therefore LPA did not observe any children. This facility has a total of six classrooms licensed for care. Per Director, five classrooms were designated for preschool children and one classroom for toddlers. Licensee is requesting one of the preschool classroom to be temporarily designated for use as an additional toddler classroom.



LPA observed the proposed toddler classroom area to be physically separate from the preschool classrooms. The existing toddler option continues to take place in the northern section of the facility with its own restroom and changing table. LPA observed a changing table to be added in the restroom located next to the propose toddler classroom. Per Director, facility has an additional portable sink on site that will be placed next to the changing table. During this inspection, LPA observed the portable sink that will be installed. LPA requested photos of the area once a portable sink is placed with arms reach of the changing table.

At 10:10 AM, Licensing staff was guided through the outdoor activity space designated for toddler and preschoolers. LPA observed the playgrounds to be divided via iron gates and have soft cushion materials throughout. Shade is provided via canopies and trees. The outdoor play equipment was observed to be in good condition, free of sharp, loose, or pointed parts. Outdoor activity space surface is maintained in a safe condition as is free of hazards.

Based on the inspection conducted on this date, the facility is in compliance and preschool classroom 115 will be temporarily designed as a toddler classroom. This does not grant an increase to the license. The preschool capacity will be temporarily reduced to 67 children and the toddler capacity will increase to 21 children. The facility licensed total capacity will remain at 88 children.

The exit interview was conducted with Director, Arpy Jahjah, Appeal Rights and Procedures explained and provided.

The Notice of Site Visit (LIC 9213) – must remain posted for 30 days during the hours of operation after each site visit by a licensing representative. Failure to maintain posting as required will result in a civil penalty of $100.00.
