Licensing Program Analysts (LPAs) Ariel Cazares and Thelma Razo conducted an unannounced annual/random inspection on this date. LPA met with Janet Young, director who guided LPA on a tour of the facility. The facility is a cooperative program that has a total of 3 classrooms and a bonus room for free play. The facility operates a half day program (9am - 12pm). There is a 'lunch bunch' program that occurs three times a week from 12pm-1:45pm.

LPAs inspected the facility indoors and outdoors. Disinfectants, cleaning solutions, medication and other items that are dangerous to children, were inaccessible to children. Medications are kept in the bonus room in a locked cabinet. Classrooms storage for cleaning compounds are cabinet out of reach for children. Furniture and equipment are in good condition, free of sharp, loose, or pointed parts. Toys and play equipment were observed to be clean and in good condition. There are two restrooms located on site for children to use. All toilets, hand washing, and bathing facilities are safe, sanitary and are operating properly. All floors are clean and safe.

This facility does not have a kitchen on site. Parents are scheduled each day to provide snack to the children. Snacks arrive to the facility prepared and are distributed to children in the classroom. LPAs observed a schedule showing parents scheduled to bring snacks each day. Allergy lists were also observed in the classrooms. Alternative snacks are available for children with allergies. All storage containers for solid waste, including moveable bins shall have tight-fitting covers that are kept on, and in good repair. Trash cans used to discard food have tight fitting lids. Drinking water is readily available both indoors and outdoors via water fountains or pitchers and cups. The facility was observed to be free of flies, other insects and rodents.

LPAs inspected the children’s outdoor space. The playground was inspected for safety, cushioning material, good repair and age appropriateness. LPAs observed there to be shade and adequate fencing. Play structure and equipment was in good condition and no hazards were observed.

LPA also reviewed children and staff records. LPA found the records to be complete and in order. Sign in and out sheets were reviewed and found to be accurate. The office is used as the ill isolation area for ill children. There are staff/adult restrooms available for use. The carbon monoxide detector in the bonus room was tested and found to be operational.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. No deficiencies were observed or cited on this inspection.

Exit interview conducted with Director Janet Young. A copy of this report and appeal rights were provided and explained.

The Notice of Site Visit (LIC 9213)must remain posted for 30 days during the hours of operation after each site visit by a licensing representative. Failure to maintain posting as required will result in a civil penalty of $100.00.
