Licensing Program Analyst (LPA), Bardo Baluyot, conducted an unannounced Required Annual site inspection. Upon arrival, LPA met with Teacher, Marcia Quintanar and Site Director Sharon Harville. Two additional staff were also present in portable #2 with 15 children in attendance. Due to only 15 children present today, both classes were combined in portable #2 with 3 staff. The program operates on the campus of Yorbita Elementary School. There is an additional portable on site which Options State Preschool and Head Start operate. Options Surround Care (school age program) operates on the same campus inside two adjacent portables which are enclosed by a chain linked fence and gate.

The Full Day preschool program operates 6:30 AM - 6:00 PM (Monday -Friday). Children attending the program use two of four portables adjacent to the elementary school parking lot. Furniture and equipment were inspected for age appropriateness and good repair. The room is well ventilated via central air/ heat. The refrigerator, microwave and electric oven were observed to be clean. Carpeting and flooring were also observed to be well maintained. Availability of drinking water is provided via water fountain. Cleaning solutions are stored inside a locked cabinet and/or cabinets that are not accessible to children. Children have cubbies to store their personal items in. A variety of games and other learning materials are available. Children at this location nap. Cots are used for napping. Options washes the linen used for napping A staff and children's restrooms are available inside the class room.

The playground is not exclusive to the full day program as it is shared between Options Full Day, State Preschool and Head Start programs. All three programs use a staggered schedule to ensure children/programs are not using the outdoor space at the same time. The playground is completely fenced with a partial five foot chain link fence. A smaller fence also separates the school age and preschool programs. Children have access to a grassy area which is maintained.

There is a sandbox which is covered when not in use and playground equipment was observed to be well anchored and has rubber cushioning underneath to absorb falls. There are trees and pergolas that provide sufficient shade. A water jug with cups is taken outdoors as a drinking source. First Aid supplies are kept in a backpack and were inventoried for quantity and expiration dates. Staff's first aid/CPR are current.

Teacher-child ratios were observed to be in compliance. Roster was available and up to date. An Emergency Disaster Drill log is kept. The program conducts routine emergency drills (last recorded 10/4/22). Sign in and out sheets and procedures were reviewed. Children are signed in by parents upon arrival. Children physically present were observed to be signed in. Per staff, health checks are conducted upon arrival.

Menus were reviewed for availability, quantity and appropriateness to children in care. The program provides breakfast, lunch and snack. Options Food Program provides all meals and follow mandated Federal Food Guidelines. Meal menus, license, car seat law, parents' rights for centers, emergency disaster plan and all other posting requirements were observed.

Per staff, there are currently (2) children receiving IMS services. An IMS plan has been submitted.

This facility provides Incidental Medical Services – IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records.
