Licensing Program Analysts (LPAs) Jeanette Estrada and Jonnisha Culbert conducted an unannounced annual/random inspection. LPAs met with Director Allison Moreno who guided analysts on a tour of the facility. LPAs informed Director of the purpose of today’s visit is to conduct an annual/random inspection at the facility. An Entrance Checklist – Child Care Centers (LIC 125) was provided to the Director upon arrival. This is a preschool program which consists of four classrooms. Per Director, currently only two rooms are used for children in care. The yellow room (blessed bees) and the blue room. The program operates from Monday through Friday from 8am to 5pm. The program offers care to children 2 to 5 years old. Present during today's inspection were 6 children with 2 staff. All staff present have a criminal record clearance and are associated to the facility.

All areas used by children were inspected for safety. Furniture and equipment were inspected for age appropriateness and good repair. Telephone service, heating, lighting, and ventilation were evaluated. The facility has central air and heating. Lighting was observed to be in operable condition. Children have their own cubby in classroom to store their belongings. Cots are available for naps. Per Director, the isolation area is in the office. The restroom for children is accessible through the office. LPAs observed 4 toilets and 3 sinks available to children in care. When LPA flushed toilet to check for operability water sprayed up out of the toilet. Director was advised to fix toilet.

Disinfectants, cleaning solutions, medication and other items that are dangerous to children, were inaccessible to children. Disinfectants and cleaning are stored in upper cabinet in classroom, out of reach of children. Per Director, there are no poisons or medication kept at the facility. Per Director no children currently enrolled require medication. LPAs observed an operable carbon monoxide detector and operable fire detector. A fire extinguisher is available and was last evaluated on 04/02/2024. Indoor drinking water is available via

water jug that refills personal water bottles. The outdoor playground area was evaluated. Outdoor equipment is in a safe condition, free of sharp, and pointed parts. All areas around or under high climbing equipment are cushioned with material that absorbs a fall. There is adequate shade on the play yard. Per Site Director, outdoor drinking water is available via outside water fountain and a water jug used to refill children personal water bottles. The facility has tested for lead exceedance in drinking water (10/18/2022) and no lead exceedances has been found. Per Director, there are no firearms stored at facility. There are no pools or bodies of water at the facility.

Children’s Records were reviewed for completeness. LPAs observed that all required documents were available for review.

Staff records were reviewed. Staff present have a valid pediatric first aid/CPR certificate issued by the American Red Cross. LPAs observed that all staff have valid Mandated Reporter certificates and required proof of immunizations on file.
Children's roster was reviewed and is current. The facility uses an online system (Pro Care App) for sign in/ sign out procedures. Per Director, parents sign in/out on the app or use a QR code. A disaster drill log was available and posted. The last drill was conducted on 7/2/2024. LPAs observed a menu posted for the month of July. Per Director, the menu is posted a week before the end of the month. Per Director, two snacks are provided, and children bring lunch from home. Director was advised to keep personal lunches labeled and properly stored. Menus for the past 30 days are available upon request. LPAs inspected the food preparation area. The food preparation area was observed to be clean and free of litter. Food supplies were observed to be in good condition. First Aid kits were observed in each room. LPAs observed all required posted documents in the hallway near office.

Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Director Allison Moreno was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

A notice of site visit was given and must remain posted for 30 days.
