An unannounced Case management licensee initiated inspection was conducted on this date by Licensing Program Analysts (LPAs) Justin Dorsey and Ariel Cazares in order to take measurements of the indoor and outdoor space of a proposed Toddler component to be added on to an existing pre-school license. Yavneh Hebrew Academy is requesting to add 10 toddlers to the existing pre-school license, which is currently licensed for 120 pre-schoolers. Per Principal the facility will remove 10 preschoolers from the program.

Upon arrival, LPA was greeted by Eileen Wasserman, Principal of General Studies and Joel Shuckhatowitz, Facility Manager. Mrs. Wasserman and Mr. Shuckhatowitz then guided the LPAs to the proposed toddler outdoor area and room 126 where toddler care will be provided. Per Principal once room 126 and the outdoor play area are completely set up, pictures will be sent to LPA Dorsey.

The proposed toddler room is located in the facilities hallway near the directors office and the preschool classrooms. To get to the toddlers room you make the first right upon entering the facility and follow the hallway to room 126, which is near the end of the hallway.

The Center will operate year-round. The proposed days and hours of operation are Monday-Friday 8:30 A.M. to 1:15 PM. The required postings board which was empty at the time of inspection is located outside of the class to the left when facing the toddler room. LPAs advised facility which required postings shall be posted. Eillen Wasserman agreed to send LPA Dorsey a picture of the completed parent board. During the visit the daily activity schedule was received. LPAs were given a sample menu during the time of inspection. A.M. snack will be served at 9:00 A.M. and lunch will be at 11:50 P.M. A.M. snack is provided by Yavneh Hebrew Academy, children of the program will bring their own lunch. Drinking water will be dispensed from a filtered water dispenser near the directors office, parents will provide children cups which the toddlers can fill.

Located outside of room 126 is a bathroom that will be used for the toddlers. The bathroom consists of a adult-size toilet and a adult-size sink. Per Principal, she will send a picture of the restroom to LPA Dorsey when a changing table has been installed.

Incidental Medical Services: This facility provides Incidental Medical Services – IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. The toddler classroom did not have a fire extinguisher, the facility will get a fire extinguisher and send a picture of it to LPA Dorsey. There are carbon monoxide detectors and smoke detectors at the facility. Per Principal the facility will get a carbon monoxide detector for the toddler room and send a picture to LPA Dorsey

The encumbered space in room 126 is a cubby which will be removed. Per Principal, she will send LPA Dorsey a photo when the cubby is removed

Based on measurements taken on this date, the maximum indoor capacity shall be for 11 toddlers. The maximum outdoor capacity shall be for 10 toddlers. Applicant is currently applying for 10 toddlers.


Licensure is contingent upon the following:

1. Fire extinguisher in room 126.
2. Update IMS plan.
3. Update to toddler handbook (toddler needs and services plan)

An exit interview has been conducted and a copy of this report has been signed by and provided to Eileen Wasserman, Principal of General Studies. Appeal Rights have been provided and explained.

Medications which require refrigeration will be stored in a container in the refrigerator will be stored in the nurses office. Medications which do not require refrigeration will be stored will the Nurse. The cleaning supplies will be kept at a different part of the school with the custodians. Per Principal cleaning supplies are locked.

There is age-appropriate furniture and equipment. There is a land line in the classroom. The classroom has central heating and air-conditioning. Overhead lighting provides the majority of the light, but natural lighting also comes through the door of the classroom as well.

When a toddler becomes ill during school hours, the facility will call the child's parents. The nurses office will be used as an isolation area when children get sick. The nurses restroom has been designated for the use of ill children.

For napping equipment, there are 12 mats which will be stored in room 126.

The outdoor activity area is surrounded on all four sides by the school building. The playground is located in a quad near two kindergarten classrooms. The play yard consists of concrete and has benches for children to sit on. Shade is provided by trees and the building. Per Principal there is adequate shade at all times of the day. Children will bring their cups to the playground, which they can refill at anytime.
