Licensing Program Analyst (LPA) R. Derraco conducted an unannounced annual inspection to the above facility on 10/19/21. LPA arrived at the facility at 09:30 AM and met with co-licensee Luz Maria Alba, who guided analyst on a tour of the facility. Also present during this inspection was co-licensee Vanessa Alba and licensee's foster child. Per Licensee, there are 5 children that are currently enrolled and no infants There were zero children in day care upon arrival. Per licensee, foster child attends a different day care. At 10:55 AM, LPA observed foster child leaving day care to attend school At 11:45AM, LPA observed S3 arriving to the family child care home.

This is a single-story home which consists of three bedrooms, three bathrooms, kitchen/dining room, living room, covered patio, garage, sun room, front yard (fenced) and backyard. The off limit areas include three bedrooms, two bathrooms, kitchen/dining area, back yard area, sun room and garage. The main care area is located in the covered patio area. A door leading from the covered patio area to the off limits garage was observed. A door was also observed in the off-limits garage that leads to the off limits sun room. Per licensee, the off-limits sun room is used for additional storage. Per licensee, the children do not take naps in the main care area. Naps are taken in the living room for children in care. LPA observed age appropriate toys and materials, a smoke detector, a child sized sink, an elevated locked medicine cabinet, child sized table and child sized chairs. A 3A-40BC fire extinguisher was observed in the main care area to be fully charged with a service tag dated 10/13/2020. LPA observed a smoke detector in the main care area to be operable. Per licensee, the off limits garage area is used as an office space. LPA observed laundry appliances, locked cabinets above the laundry appliances, a desk and additional items held in storage. Per licensee, detergents and cleaners are stored in the locked cabinet in the off limits garage area. The restroom that children use was observed to be safe and sanitary. LPA observed a carbon monoxide detector in the hallway to be operable. LPA observed the living room to have a sectional couch, a love seat couch, a crib and a television on top of a television stand. Per licensee, she does not have any infants enrolled. Licensee also states that the children enrolled are older and come after school for a few hours. Per licensee, if the

children wish to nap, they can do so in the living room. Two locked doors were observed in the living room. Per licensee, one door leads to an off-limits bathroom and the other leads to an off limits bedroom. LPA also observed a sliding glass door to lead to the off limits backyard area. Currently, children are using the front
yard for outdoor play time. The outdoor play area was observed to have perimeter fencing, a wooden play structure and additional age appropriate toys and materials. LPA did not observe any objects that can pose a danger to children in care. The licensee states that she provides food for children in care. Per licensee, isolation area for children showing signs of illness will be located in the living room. No bodies of water were observed on the premises. Per licensee, she does not have any pets. LPA did not observe the following items during the inspection: Infant Walkers, Johnny Jumpers, Saucer Chairs.

Individuals who reside in the home were noted and discussed. Per licensee, she currently has one assistant. All adults present in the home have obtained a criminal record clearance or exemption prior to working, residing or volunteering in the licensed childcare home. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

Licensee states that there are no firearms stored in the home. All areas identified on the facility sketch that are accessible for children to use were inspected for safety, comfort, and cleanliness. There is telephone service via a cellphone that is used and the cellphone stays at the facility during operation hours. Per Licensee, the home is equipped with central heating and air conditioning. Detergents, cleaning compounds, and other items which could pose a danger to children were observed to be locked in the off limits garage area. The licensee states that there are no poisons in the home and understands that storage areas for poisons must be locked, not just inaccessible.

additional resource. LPA also informed licensee [facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. LPA observed one wooden crib in the living room. LPA advised licensee that cribs are not to have anything hanging over or on the side of the crib. Cribs must also have a
mattress made specifically for the size of the crib and a clean fitted sheet. Licensee re-iterated that she does not have any infants enrolled and does not plan to enroll any infants in the future.

The licensee and other personnel have completed training on preventive health practices including Pediatric First Aid and CPR. The licensee's Pediatric First Aid and CPR expires on 07/02/2022. LPAs observed that the Licensee and assistant do have proof of the Mandated Reporter AB 1207 compliant Child Care Training Certificate on file. File review was observed to have proper mandated immunization records. Children’s records were reviewed, including emergency information and were observed to be complete. A current children’s roster was available for review.



Emergency Disaster Plan, Parent’s Rights Poster and the Facility License were observed to be posted.

Smoking is prohibited in a licensed Family Child Care Home. Per Licensee, no one smokes in the home.

Incidental Medical Services (IMS):
IMS was discussed with licensee. Per licensee, there are no children enrolled that require IMS at this time. Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. LPA advised the licensee to access forms, regulations and quarterly updates online at: www.ccld.ca.gov. LPA also discussed and provided the Provider Information Notices (PINS) on Recently Approved Safe Sleep Regulations in Effect: PIN 20-24-CCP, Infant Sleep Chart, and newly proposed Safe Sleep Regulations and Safe Sleep Practices flyer. LPA advised licensee that infant sleep chart is not a resource and cannot be found on the CCLD website.

At this time, the licensee is in compliance with California Code of Regulations Title 22. No deficiencies cited.
