25 | Licensing Program Analyst (LPA) Warren Birks conducted an unannounced Case Management inspection. LPA met with Director Regina Ramirez who assisted with the inspection. During verbal correspondence with Director, LPA discovered that staff #1 is missing the required Early Childhood Education (ECE) units (according to Title 22 regulations). LPA informed Director of the following minimum requirements prior to employment below:
(1) A teacher shall have completed, with passing grades, at least six post secondary semester or equivalent quarter units of the education requirement specified in (c)(1) below, or shall have obtained a Child Development Assistance Permit issued by the California Commission on Teacher Credentialing.
(A) After employment, a teacher hired under (b) above shall complete, with passing grades, at least two units each semester or quarter until the education requirement specified in (c)(1) below is met.
Director Ramirez indicated that staffing was difficult due to Covid and staff #1 is now registered in an accredited ECE program and will have a total of 12 ECE units when complete. LPA informed Director Ramirez that the facility is cited under Teacher Qualifications.
Upon receipt of this report, the Licensee shall post the Notice of Site Visit and any Licensing report documenting a type “A” deficiency. The report and the Notice of Site Visit shall be posted for 30 consecutive days. Failure to maintain posting as required, will result in an immediate $100 civil penalty. A copy of this report shall be provided to the parent/guardian of children currently enrolled by the next business day or immediately upon return. A copy of this report shall also be provided to the parent/guardian of any newly enrolled children for the next 12 months (1 year). The Acknowledgement of Receipt (LIC 9224 form must be maintained in each child’s file immediately upon receipt from parent.Director was provided a copy of the Acknowledgement of Receipt of Licensing Reports (LIC 9224) Form during this visit. At exit interview, copy of report was given and appeal rights were issued and discussed. |
