A Complaint investigation was conducted by Licensing Program Analyst (LPA) Timothy Fields for the purpose of investigating the above allegation. The department received pictures of several large bowls of exposed fruit left unattended in the kitchen. The door leading to the playground was propped open potentially exposing the kitchen and food to outside contamination. Complainant states the food was left unattended for approximately 30 minutes.

It was also alleged on 5/7/19 a repairman was fixing kitchen appliances and drilling in the walls while meals were being prepared. Per complainant dust particles were observed in the air around the food. LPA learned morning snack is provided between 9am and 9:30am. According to KinderCare administration the repairman was present from 7am - 11:14am, therefore making it possible repairs were being done at the time meals were being prepared.

At the time interviews were conducted LPA was not informed meals were prepared at different area while repairs were being made. LPA was informed the steamer and oven was being repaired. LPA inspected the kitchen and did not observe any obvious signs of drilling in the walls. Pictures were taken.

LPA also learned parents had access to the kitchen in the past for the purpose of placing their child's lunch in the refrigerator. LPA cautioned the facility about limiting the public access to the food served to children in care.

Based on LPAs observations and interviews which were conducted and records reviews, the preponderance of evidence standard has been met, therefore the above allegation is found to be substantiated. California Code of Regulations, 101227(a)(19) Food Services, is being cited on the attached LIC 9099D.

An exit interview was conducted with Acting Assistant Director Amanda Bartlett. A copy of the report, notice of site visit, and appeal rights was provided.
