Licensing Program Analyst (LPA) Lissete Gonzalez conducted an unannounced case management inspection on this date. LPA met with Program Manager, Jocelyn Tucker and toured the facility. Also present was Child Development Supervisor, Patty Linares. There were 40 children present. Census was taken and staff-child ratios were met. LPA conducted the inspection for the purpose of addressing a capacity decrease to Preschool and the addition of a Toddler option. Applicant is requesting 40 Preschoolers and 16 Toddlers. Currently, the facility is licensed for 68 Preschoolers.

The proposed Preschool classroom is Room #1. The proposed toddler classroom is Room #2. LPA inspected Room #1 and Room #2, and the outdoor Preschool and Toddler playgrounds. LPA observed age appropriate equipment, toys, and supplies for children. Classroom #2 (Toddlers) has designated an isolation area in the classroom with a mat available for ill children waiting to be picked up. There are napping cots available for the children. Per Program Manager, linens and bedding will be laundered by a staff member every Friday. There are laundry services available at the facility. There are two changing tables located in Classroom #2 within arm's reach of a sink.

The restrooms in each classroom were observed to be clean and hazard free. LPA observed a landline in each classroom. LPA tested the smoke and carbon monoxide combination detectors in the classrooms and found them to be operational. There are emergency supplies and a first aid kit located in the classrooms. There is a parent board with the required postings at the entrance to each classroom. The children will be signed in and out electronically. The electronic signatures will be stored in the Child Plus database and the server to the database is maintained by at LACOE.

Based on the LPA’s observation, the following corrections need to be corrected prior to obtaining the capacity decrease with toddler option child care license. Corrections are due by 10/22/2019:

· Licensee is requesting a new capacity of 38 Preschoolers and 13 Toddlers. Licensee will submit a new LIC 200A Application reflecting the new capacity request.

No deficiencies cited during this visit. Exit interview conducted with Program Manager, Jocelyn Tucker. A copy of this report and appeal rights were provided and explained.

The Notice of Site Visit (LIC 9213) – must remain posted for 30 days during the hours of operation after each site visit by a licensing representative. Failure to maintain posting as required will result in a civil penalty of $100.00.

Cleaning supplies are kept in latched cabinets underneath the sinks located inside the classrooms. There are trash cans with tight fitting lids available in the classrooms. Central air and heating are available in the classrooms.

LPA observed snack and meal menus in the classrooms. Meals are prepared by Chefables and delivered to facility daily. The kitchen within the facility will be used to maintain meals warm through a food warmer. There are two refrigerators designated for Preschool and Toddler children, and storage space for supplies. The kitchen was observed to be clean and orderly.

The Preschool outdoor playground was inspected and measured. There is age appropriate play equipment in the playground. There is a fence separating the Preschool playground from the Toddler playground. No hazards or violations were observed. The outdoor space is fenced. Drinking water is available in form of water fountain. There is adequate shade in the yard.

The Toddler playground was inspected and measured. There is age appropriate play equipment in the toddler yard. The outdoor space is fenced. Drinking water will be provided in form of water jugs and disposable cups. There is adequate shade in the yard.

Based on the measurements, the facility can accommodate 38 Preschoolers and 13 Toddlers. A waiver can be submitted for review of the Department for a scattered playground schedule request for the Toddler option to accommodate a capacity of 16 Toddlers. There are 8 child size toilets and 8 child size sinks available to the children. There is a current and valid fire clearance on file with the Department.
