Licensing Program Analyst (LPA) T. Tran arrived at the above facility to conduct an unannounced required inspection. At the entry of the facility, LPA observed the consolidated Covid-19 CHHS postings and health screening station. Staff conducted temperature check and logged prior to enter the facility. LPA met with Center Director Helia Castellon, about 1:25 PM we toured around the facility.
This is the infant/toddler licensed facility with the preschool license on the premises. Upon arrival, LPA observed 26 infants with six teachers. The hours of operation are from 6:30AM-6:00PM Monday-Friday.
LPA observed all posting requirements for operation on the posting board LIC 203A-License, LIC-9213-Notice of site visit, LIC 610 A-Emergency Disaster Plan, LIC 9148-Earthquake Preparedness Check List, PUB 394-Notification of parent’s rights poster, , LIC 613A- Personal Rights, PUB 269- Child Car Seat Law, Menus, Activity Schedule, Sudden Infant Death Syndrome, Shaken Baby Syndrome Poster. Staff and children's records were reviewed and completed. Individual plan and 15 minutes check observed for each infant.
Per director, facility keep the same children and staff in the same cohort as possible. Per director, the facility have enough cleaning supplies and disinfectants materials to remain open. Staff frequently cleaned and disinfected all high-touch surfaces, including toys and learning materials. LPA observed all products were kept out of children’s reach. LPA recommended when choosing cleaning products, use those approved for use against COVID-19 on the Environmental Protection Agency (EPA)-approved list “N” and follow product instructions.
Furniture and equipment were inspected for age appropriateness and good repair. Telephone service, heating, lighting and ventilation were evaluated. Storage for children's belongings, isolation area was inspected by the Center Director's office. The changing area was within the arm reach of the sink. Children napping area and cribs were observed to be safe and sanitation. Trash can with tight lids, First Aid supplies, smoke detectors; carbon monoxide/fire extinguishers were observed. A review of medication policy, including administering, labeling, storage, and records was made. Sign in and out sheet procedures were reviewed. All bottles with color coding, food items and snacks were observed to be efficient with label and dated. Outdoor equipment was inspected for safety. The play yard was well fenced. Play area was inspected for hazards free and inaccessibility to bodies of water. LPA observed shade and drinking water was available for children in care. Parents have an option to purchase school lunch which was delivered daily from private vendor or them can provide their own lunch.

This facility provides Incidental Medical Services – IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226.The following information regarding ADA was provided: US Department of Justice (USDOJ) toll-free ADA Information Line at (800) 514-0301 (voice)/ (800) 514-0383 (TTY) and link to publication: Commonly Asked Questions about Child Care Centers and the ADA, available at: http://www.ada.gov/childqanda.htmLPA discussed an individual infant sleeping plan shall completed for each infant up to 12 months of age. Licensee must physically check on the sleeping infant(s) every 15 minutes and document the condition of the infant(s). In addition, LPA provided the safe sleep for baby pamphlet. Each infant shall always be constantly supervised and under direct visual observation by an adult person. Under no circumstances shall any infant be left unattended. In order to visually observed and supervise sleeping infants there should be no obstruction to the view of the infants, which could include transparency walls and/or half walls. LPA recommend that infants sleep safest in crib with no bumpers, pillows, blankets, or toys, and on their backs, and every sleep time counts to reduce the risk of SIDS and other sleep-related causes of infant death. LPA recommended facility director to stay updated with information related to Covid-19 from the California Department of Public Health (CDPH) guidelines, including Centers for Disease Control and Prevention (CDC) guidelines to help prevent and protect staff and children in care. LPA advised to read the Child Care quarterly updates every season as the come out to stay informed of any changes or updates to the regulations and PINs. LPA informed the Child Care Advocate Program (CCAP) provide many other helpful resources to the licensees and the public. Visit www.cdss.ca.gov to receive important updates. LPA reminded that it is the facility responsibility to know the regulations as well as anyone who assists in providing care. Site supervisor was advised on how to access quarterly reports, forms, and regulations for Child Care online at www.cdss.ca.gov. LPA also advised to read the Child Care quarterly updates every season as the come out to stay informed of any changes or updates to the regulations. LPA informed the Child Care Advocate Program (CCAP) provide many other helpful resources to the licensees and the public. Facility may also register on CCAP website for the new quarterly report to be notified.
