Licensing Program Analyst (LPA) Raul Navarro conducted an unannounced Annual inspection on this date. LPA met with Director Anna Martinez who guided licensing staff on a tour of the facility. This is a preschool program that operates Monday through Friday 6:30am to 6:00pm. There were 33 children present and five staff.

The preschool consists of four classrooms. The following staff were present during this inspection: Preschool Room 1: Staff #1 with 9 preschool children; Room 2: Staff #2 and #3 with 9 preschool children. Room 3: Staff #4 with 7 preschool children. Room 4: Staff #5 with 8 preschool children. Sign in and out sheets were reviewed. Children's roster was reviewed and is current. Disaster drill log was available, last drill was conducted on September 2019.

LPA toured the areas used by the children. Furniture and equipment were inspected for age appropriateness and good repair. Telephone service, heating, lighting and ventilation were evaluated. The facility has central air/heating. Children have their own cubby to store their belongings. Napping equipment was observed. Children bring their own linens from home. Parents take linens home weekly to be washed. Per Director, the isolation area the Director's office. Age appropriate sinks and toilets were inspected for availability and good repair in all restrooms. LPA observed that each classroom has a smoke and carbon monoxide detector. LPA observed available indoor drinking water in each classroom via a water fountain. First Aid supplies were observed in each classroom.

Per Director, A review of cleaning and food supply storage areas was made. There is a kitchen on site. Menus for the past 30 days are available upon request. Snacks were reviewed for availability, quantity and appropriateness to children in care. Preschoolers are provided with a lunch at the facility. The facility also provides an AM and a PM snack.

LPA advised the Director to access forms, regulations and quarterly updates on the Child Care Licensing website at: www.ccld.ca.gov. Failure to obtain criminal record background check clearances and associations prior to initial presence in the facility will result in an immediate $100.00 dollar or more per day Civil Penalty.

At this time, the facility is in compliance with California Title 22 Regulations. Therefore, there are no citations being issued today.

Exit interview was conducted with Director Anna Martinez. The Director was provided a copy of their appeal rights (LIC 9058) and their signature on this form acknowledges receipt of these forms.



The Notice of Site Visit (LIC 9213) – must remain posted for 30 days during the hours of operation after each site inspection by a licensing representative. Failure to maintain posting as required will result in a civil penalty of $100.00.

All kitchen areas/food preparation areas and food storage areas are kept clean and are free of litter, rubbish, rodents, and/or any other vermin. All storage containers for solid waste, including moveable bins all have tight-fitting covers that are kept on, and are in good repair. Trash cans used to discard food have tight fitting lids or solid waste bags shall be discarded immediately after each meal.

Outdoor playground equipment is in a safe condition, free of sharp, loose or pointed parts. The surface of the outdoor activity space is maintained in a safe condition and is free of hazards. All areas around or under high climbing equipment, swings, slides, and similar equipment are cushioned with material that absorbs a fall. There is adequate shade in the play yard. Availability of outdoor drinking water was observed.

Staff records were reviewed for completeness. All individuals present have obtained a criminal record clearance or criminal record exemption. There is at least one person trained in CPR and Pediatric First Aid present during this inspection. LPA issued the Staff Record Review (LIC 859) to the Program Director during this inspection

Children’s Records were reviewed for completeness; Inspection of required forms was made. LPA issued the Children’s Record Review (LIC 857) to the Program Director during this inspection. In review of children’s records, files contain information including, but not limited to the following: Name, address and telephone number of the child's authorized representative and of relatives or others who can assume responsibility for the child if the authorized representative cannot be reached when necessary.

Per Director, Facility administers prescription and over the counter medication. A form must completed by parent and the same form is completed by staff once medication is administered. Medication is kept in a locked box inside a file cabinet located in the Directors office. Any medications requiring refrigeration are stored in an inaccessible refrigerator.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department.
