25 | Licensing Program Analyst (LPA) Dayna Chambers conducted an unannounced annual inspection on February 7, 2023 at 2:00pm. LPA met with Alma Bugarin, Director, who guided analyst on a tour of the facility. This is a preschool program which consists of 5 classrooms; RM#1 – AM and PM session, RM#2 (Class C), RM#D1 – (not in service since 03/18/2020, RM# D2 –(Not in service since 06/20/2018), and RM#B (not in service since 03/18/2020). Facility operation hours are Monday to Friday: AM Session: 7:45AM to 11:15AM and PM Session: 12:00pm to 3:30pm. This is a State Preschool that follows Title 5 and Title 22 regulations. All areas identified on the Facility Sketch were inspected. Upon arrival, the following staff were present during this inspection: Room 1 (Class A): Staff #1, #2 with 9 children and Room 2 (Class C) with #3 and #4 and 9 children. The facility was observed to be within the license capacity and limitations. The following was observed during the tour of the facility:Furniture and equipment were inspected for age appropriateness and in good repair. Telephone service, heating, lighting and ventilation were evaluated. Children have their own cubby to store their belongings. Children attend part time and do not nap. Per director, the isolation area is in the office. Age appropriate sinks and toilets were inspected for availability and good repair in all restrooms. General sanitation was observed. Availability of indoor drinking water was observed in classrooms. Disinfectants, cleaning solutions, medication and other items that are dangerous to children, were inaccessible to children. Director states that poisons are locked in the outside cabinet. Carbon monoxide detectors were observed and are operable. The fire alarm system was last inspected on 10/04/2022 at 9:12am and is in working order according to the inspection document. The center has a kitchen, but meals are delivered by the main office already prepared. The center services breakfast and lunch only due to part time attendance.All kitchen areas/food preparation areas and food storage areas are kept clean and are free of litter, rubbish, rodents, and/or any other vermin. All storage containers for solid waste, including moveable bins shall have tight-fitting covers that are kept on, and in good repair. Trash cans used to discard food have tight fitting lids or solid waste bags shall be discarded immediately after each meal. Outdoor playground equipment is in a safe condition, free of sharp, loose or pointed parts. The surface of the outdoor activity space is maintained in a safe condition and is free of hazards.
