Jennifer Hua Licensing program Analyst (LPA), conducted an unannounced annual inspection. Upon arrival, LPA met with licensee's mother Luz Medina (assistant). LPA observed 4 children in care. Approximately 5 minutes later, a therapist from Pomona USD arrived to work with a child. At 8:39, Licensee Soraida Hurtado, arrived. licensee's mother, who guided Analyst on a tour of the facility. Licensee's mother speaks Spanish only and licensee speaks primarily Spanish and some English. Per licensee, currently have 5 children enrolled. Licensee and assistant have current Pediatric First Aid/CPR certificate.

The areas that children use were inspected for safety, comfort, cleanliness, telephone service, ventilation and heating ( central air/heater). This is a single story home which consists of 3 bedrooms, 2 bathrooms, kitchen, living room and dinning room. Children are primarily cared for in the living room and patio area. Children also use the hallway restroom and the back yard is used for outdoor play. Yard is completely fenced. There is one dog on the premises.
Criminal record clearance has been granted for all adults living and/or working in the home. There are (4) adults and (1) minor live in the home. Detergents, cleaning compounds, medicines, sharp objects and hazardous items that can pose a danger to children are inaccessible. The licensee states that any poisons used for plants and/ or insects can be stored in the garage. Per licensee there are no weapons or bodies of water. The licensee does understand that poison and weapons must be locked with a key or combination. Posting requirements were observed.

The required 2A 10BC fire extinguisher was serviced on 2/25/19. Smoke and carbon monoxide detectors are in operable condition. Licensee's and assistant's Pediatric First Aid and CPR, expires on 10/26/2021. Mandated Reporter training was discussed. Training must be renewed every two years and can be found at: http:/www.mandatedreporterca.com/training /training.htm. Mandated Reporter training is currently not available in licensee's language.

Children’s records were reviewed. A current children’s roster was available and observed to be current.

The following items were also discussed with licensee during this inspection.
  • All homes shall conduct fire and disaster drills at least once every six months, and document the date and time of each drill. Last drills were conducted in October/November 2019.
  • POSTING REQUIREMENTS: Emergency Disaster Plan, Parent’s Rights Poster and the Facility License were observed to be posted.
  • Infant Walkers, Johnny Jumpers, Saucer Chairs, Trampolines and/or any other item that falls into these categories are not permitted in a family child care facility. SMOKING IS PROHIBITED IN A LICENSED FAMILY CHILD CARE HOME.

Incidental Medical Services (IMS): Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Infant Care: LPA advised licensee to sleep infants where they can be directly supervised at all times and advised against sleeping infants in a separate room. LPA provided a copy of the Child Care Provider’s Guide to Safe Sleep, by American Academy of Pediatrics. Online copy can be downloaded at: https://www.cdph.ca.gov/programs/SIDS/Documents/SIDSchildcaresafesleep.pdf . Lead Poisoning Facts handout was also provided to Licensee.

Based on LPAs observations, no deficiencies are being cited in accordance with California Code of Regulations Title 22.
The Notice of Site Visit (LIC 9213)must remain posted for 30 days during the hours of operation after each site visit made by a licensing representative. Failure to maintain posting as required will result in a civil penalty of $100.00. Exit interview was conducted with licensee.
