This complaint inspection was conducted by Licensing Program Analyst (LPA) Jennifer Hua. Upon arrival, LPA met with Harinder Gill Teacher for the purpose of providing the finding for the above pending allegation. A Covid-19 risk assessment was conducted. Per teacher, director is out today. At 8:38am, LPA took a tour of the facility on her own and observed the following: Infant room - 4 infants in care with one staff. Per assistant director, she arrived at 9:30am.

During the course, of the investigation, interviews were conducted with Director, Assistant Director, day-care staff, parent(s) and reporting party (RP).

RP alleged that one staff member left with five or six infants for 10 to fifteen minutes, and that this occurs 2-3 times a week. However, no specific date and time were provided.

Director denied that one staff member was left with five or six infants. Director stated that when a staff member is out, she, assistant director or another staff will cover for both the infant and preschool program. Director stated that assistant director covers staff breaks/lunches, adding that she also covers in the infant program as needed to ensure the classroom is in ratio. LPA confirmed that assistant director works Monday – Friday from 10am-6:30pm and that she covers all classrooms as needed.

A review of children’s sign in/out sheets for a two-week period reflect that there were between 2-7 infants in care with 2-3 staff on site. A review of staff’s sign in/out sheets found that there are two staff assigned to the infant program and one staff that can be called from the preschool program to cover as needed. According to staff records, two infant staff work full time, while the third staff works an average of 3-4 hours daily. LPA conducted staff and parent interviews. Day care children were not interviewed due to them being infants. Interviews conducted resulted in a disclosure that staff is /has been observed to be left alone with more than four infants at a time.

Based on the above, although the allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation did or did not occur, therefore the allegation is unsubstantiated.

An exit interview conducted with assistant director, Khusbakht Mirza. Copy of report provided and Notice of Site Visit provided and shall be posted for 30 days in an area accessible for review.
