13 | On 03/21/2024, LPA Whitmore initiated the complaint investigation and met with Director Donna Belvin. LPA toured the facility indoors and outdoors, observing proper teacher/ child ratios with 4 total children in care and 3 teachers. LPA interviewed, Director, Staff, and Children. LPA obtained Facility Roster, Personnel Report & Toileting Procedures.On 05/2/2024 at 3:05 p.m. LPA Whitmore conducted a visit to complete the investigation and deliver findings. LPA met with the Director Donna Belvin. LPA toured the facility indoors and outdoors, observing proper teacher/child ratios with 4total children in care and 2 teachers.
The Investigation Branch (IB) Douglas Miller conducted a full investigation, which included staff interviews, and interviews with relevant parties, and a record review including a review of documentation as relate to the allegation. Personal Rights- Staff touched a day care child in an inappropriate manner. Based on the statements made during the investigation there was no evidence or proof to support that C1 was touched in an inappropriate manner by staff. For the allegation Personal Rights Staff do not assist day care children with toileting needs.LPA Whitmore did not observe, nor was information provided via interviews that provided sufficient evidence to substantiate the allegation Staff do not assist day care children with toileting needs-
