An unannounced Required – 1 Year Inspection was conducted on 07/22/2022 at 9:00 AM by Licensing Program Analyst (LPA) Katrina Chicote. Facility is currently licensed for a capacity of 20. Director states there are currently 20 children enrolled. Licensing staff met with Valerie Lopez, Director. The program currently operates Monday thru Friday from 6:30am to 6:30pm. LPA was taken on a guided tour of the facility of both indoors and outdoors.

At the initial start of the site visit, there is a total census of 15 children and a total census of one teacher (A1) and volunteer (A2) present. The facility is made up of one classroom. Furniture and equipment were inspected for age appropriateness and good repair. Telephone service, heating, lighting and ventilation were evaluated. There were cubbies observed as storage for children's belongings. Mats/cots were inspected. LPA observed standard blue cots stored in corner of room. Per Director, linens are provided and washed by the facility weekly. Availability of drinking water was reviewed. Per Director, children bring their own water bottles to the facility and are refilled through the day. LPA observed children's water bottles during inspection. Age appropriate sinks and toilets were inspected for availability, good repair, water temperature, toilet paper, area safety and sanitation. LPA observed individual toilets (4) and sinks(4) in School Age room. Toys observed to be clean and free of loose and sharp parts.

A first aid kit is kept in high cabinet upon entry. Carbon monoxide detectors and smoke detectors are present in the facility. Fire extinguishers have been serviced in 01/03/2022. Hazardous items including poisonous cleaning compounds were stored inaccessible to children.

Snack/lunch menus were reviewed. Food and snacks were reviewed for availability, quantity and appropriateness to children in care. Food preparation areas were toured for safety, cleanliness and proper equipment. Lunch is served from 11:30am to 11:50am.

At 9:43am, outdoor equipment was inspected for safety, cushioning material, good repair and age-appropriateness. Required shade and fencing were inspected. LPA observed child size tables and chairs under shade, large play structure with steps and multiple slides with cushioning material to observe fall maintained, and playhouse in the back of outdoor play area. At 9:44am, LPA observed 15 children outside with A1 and A2. LPA Chicote advised Director, that the children need to be within the direct care and supervision, including visual supervision of the teacher(s) at all times. LPA observed individual water bottles brought outside. Play area was inspected for hazards and inaccessibility to bodies of water; no bodies of water or hazards observed.

Teacher-child ratios were observed and staff names recorded. Care and supervision was evaluated to determine if the basic needs of children are met and appropriate. Sign-in and out sheets and procedures were reviewed. At 11:11am, LPA observed 6 of 15 children signed in. Personal Rights of children were observed by LPA.

Staff and Children’s Records were reviewed. Criminal Record Clearances were reviewed for adults. CPR card expires on 05/26/2023 for A1. Inspection of required forms made. LIC 859, 857, and 125 provided. LPA reminded Director, that records for all children and staff must be maintained for three (3) years after separation from the facility.

Incidental Medical Services:
This facility provides Incidental Medical Services – IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. The following were discussed with the Director:
LPA advised Director that all adults 18 years of age and older providing Care & Supervision and/or have continuous presence in the facility shall adhere to a criminal background clearance with the Department of Justice, FBI and Child Abuse Index Check.

Mandatory Forms for the children’s files and staff files, requirements for fire drills, earthquake drills and documentation were discussed. Role and responsibilities of being a Mandated Reporter were reviewed. The Director was advised how to access forms and Regulations online at www.ccld.ca.gov. Director was made aware that it is his/her responsibility to know the regulations as well as anyone who assists in providing care. The Director was advised that inaccessibility of hazards must be constantly reassessed depending on the children in care.

Senate Bill 792: this bill, commencing September 1, 2016, prohibits a person from being employed or volunteering at a child care facility or family day care if he or she has not been immunized against influenza, pertussis and measles. LPA discussed the influenza waiver during the visit.

The fire extinguisher type 2A-10BC must be serviced annually or as often as necessary. Smoke and Carbon Monoxide detectors should be checked and batteries replaced as needed. Changes should be reported to the Department as soon as they occur such as construction, remodeling, telephone number changes and/or if you move from your location. The Director was also advised of the requirement to report Unusual Incidents and/or injuries to the parent/guardian and to CCL within the time frame specified by the regulation.



LPA informed Director to log onto web site www.ccld.ca.gov to obtain forms and LIVESCAN application.

The facility was found in compliance per Title 22 regulations, there will be no deficiencies cited today 07/22/2022.

The Notice of Site Visit (LIC 9213) – must remain posted for 30 days during the hours of operation after each site inspection by a licensing representative. Failure to maintain posting as required will result in a civil penalty of $100.00.
