Licensing Program Analyst (LPA) Elka Chavez conducted an unannounced annual inspection to the above facility on 05/05/2022. LPA arrived at the facility at 11:45 AM and met with Licensee, Luz Tascon who guided analyst on a tour of the facility. Entrance Checklist for Family Child Care Homes was provided to the licensee upon entry. Per Licensee, there are 4 children that are currently enrolled. A current children’s roster was available for review. There were 4 children present upon arrival.

This is a single-story home. The home consists of 3 bedrooms, 2 bathrooms, kitchen, dining room, living room backyard (fenced) and playroom which is the converted garage. Areas accessible to children are: Living room, family room, play room which is the converted garage, bathroom located in the hallway next to the kitchen and backyard (fenced). Areas off limits to children and parents are: 3 bedrooms and the 2nd bathroom near the licensee’s son’s bedroom. Licensee was reminded that the garage can only be used for activities. No eating, napping or toileting. The licensee understands that licensing staff may have access to off-limit areas during inspection visit if necessary. **Rooms that are off-limits need to be made inaccessible during operating hours**

Individuals who reside in the home were noted and discussed. All adults present in the home have obtained a criminal record clearance. Licensee states that there are no firearms stored in the home.

All areas identified on the facility sketch that are accessible for children to use were inspected for safety, comfort, and cleanliness. There is telephone service via a landline and cell phone that is used. Safe toys play equipment and materials were observed. Detergents, cleaning compounds and other items which could pose a danger to children were observed to be kept in the top kitchen cabinet making them inaccessible to children. The licensee states that there are no poisons in the home and understands that storage areas for poisons must be locked with a key or combination lock. The valve on the required 2A10BC fire extinguisher indicates fully charged and was serviced on 01/23/2022, as indicated on service tag. Smoke and carbon monoxide detectors were tested and are operable. LPA observed them in the dining room and the family room.

Currently, children are using the back yard for outdoor play time. The outdoor play area was observed to be fenced. LPA observed that the outdoor yard has toys and other materials for children to play with. LPA did not observe any bodies of water in the backyard (fenced). The licensee states that supervision is always provided. Per Licensee there are 4 dogs and a cat in the home. The cat stays outside by the front door and does not come inside during hours of operation. The dogs stay in the backyard or bedroom located near the front door.

The licensee completed training on preventive health practices including Pediatric First Aid and CPR. The licensee's Pediatric First Aid and CPR expires on 07/2022. There are first aid supplies available in the playroom. LPA advised that if a child shows signs of illness he/she/they shall be separated from other children.

LPA observed that the Licensee Mandated Reporter AB 1207 Compliant Child Care Training Certificate on file. The licensee has proof of immunization against influenza, pertussis, and measles.

Children’s records were reviewed, including emergency information and were observed to be complete.

All homes shall conduct fire and disaster drills at least once every six months and document the date and time of each drill. Last drill documented was conducted on 5/5/2022.

LPA did not observe the following items during the inspection: Infant Walkers, Johnny Jumpers, Saucer Chairs, Trampolines and/or any other item that fall into these categories are not permitted in a family child care facility. Smoking is prohibited in a licensed Family Child Care Home. Per Licensee, no one smokes in the home.

Licensee, Luz Tascon was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with licensee Luz Tascon and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee Luz Tascon of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department.
