On 7/30/2024, at 9:10 am, Licensing Program Analyst (LPA) Carolyn Tuba conducted an unannounced Annual inspection. LPA entered facility through the main lobby and the door entering the school requires a code to gain access. The Director’s office is located at the main entrance and there are cameras monitoring throughout the facility. LPA met with Assistant Director, Susan Stubbs and a Covid assessment was conducted. The LPA toured the facility indoors and outdoors. This is an infant program licensed for 10 children, which operates Monday through Friday from 6:00 AM to 6:00 PM. The Assistant Director stated there are 7 children currently enrolled. The facility is in a shopping center; however, it is not attached to any other businesses. Per Assistant Director while there are currently no military families they do continue to offer child care to those families. LPA observed a total census of 3 children with 1 staff member during the visit. The facility is also licensed with a preschool program and a toddler component.

The following classroom was inspected: Infant Room #4 with 3 infants and 1 staff member. All staff members are fingerprint cleared. Licensed facility is within the conditions, limitations, and capacity specified on the license. The facility has additional staff members to support the facility and assist with preparing meals, as well as distribute to the infant classroom, or any staff and children’s needs. Facility has a Golden Retriever that is kept in a dog kennel in the Director's office and a cat who is kept outside of the facility. The infant classroom has a camera where current parents have access to view their child.

The classroom furniture and equipment were inspected and are found to be good repair, free of sharp, loose, or pointed parts. Indoor classroom was inspected to ensure that the floors have a surface that is safe and clean. Telephone service, heating, lighting, and ventilation were evaluated. LPA observed storage for children’s belongings, including diapers and wipes provided by parents. LPA inspected cribs and mattresses which meet all regulatory requirements. The napping area is separated by a wall and child proof gate. The facility provides fitted sheets for the cribs and are changed daily and laundered.

Availability of drinking water was reviewed and per staff facility provides water in pitchers with sippy cups or bottles and LPA observed a water filtration water station. There is a changing-table and a sink which is arm’s length away from the changing-table for hand washing. LPA observed mats for tummy time, infant toys and surfaces which are observed to be safe and clean. Staff restroom is available near the main lobby of the entrance.

Carbon monoxide and Smoke detectors are connected to the Fire Department and are tested annually by the Fire Department and were last checked October 23, 2023. Fire extinguishers are serviced annually and were last serviced July 1, 2024. Storage cabinets in classrooms were inspected and no hazardous items were found and are kept locked with child proof magnet mechanism. Cleaning items are kept inaccessible to children in care, as well as in the kitchen area. No poisonous cleaning compounds were found in the childcare center. Emergency disaster drill was last conducted in July 2024. There are First Aid kits available throughout the school and 2 bigger First Aid kits in the playground and in the infant room; and supplies were inventoried and found to be in good condition.

LPA inspected the kitchen area where meals are prepared and distributed to each classroom. Food preparation areas were toured for safety, cleanliness, and proper equipment. Breakfast, Lunch and PM snacks are served by the facility for children who are ready to eat solid foods. Menu is posted in the main lobby of the facility. If changes are made to the menu, facility will update by emailing parents on a daily basis. Per staff there is baby food provided by the facility and formula is provided by parents. There is a small refrigerator for the use of bottles and breast milk which is kept locked with a child proof strap. LPA observed bottles were labeled with infant’s name and date. LPA observed parent board with all required documentation located in the entry way of the facility and license is located in the lobby. Staff documents all feedings and diapering on a tablet which parents have access via an program app. Per Assistant Director Medication is kept in the kitchen out of reach of children.

The playground has an area for infants and is shared with the toddler program. There is currently a waiver for staggered schedules. There are small infant/toddler bike equipment and outside toys. There are 2 small age-appropriate structures and shaded areas. The playground is surrounded by an iron gate at least 6 to 7 feet tall. All areas around or under climbing equipment, slides, and similar equipment are cushioned with foam material. There is enough play equipment and toys for the children to use in the play yard.

Sign in/out is done electronically using a designated parent code for each family and a back-up sign-in/out sheet is available should the electronic pad not be functioning. A printout is available for review.
LPA reviewed staff records and found that they were complete. Clearance for adults and verification of CPR/First Aid, mandated reporting training, educational requirements, immunization records and health preventative practices documentation was reviewed. Children’s records were reviewed to ensure that Identification and Emergency form and a medical assessment are on file. Some staff currently have the 8-hour Health, Safety, Nutrition and Lead training.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For childcare center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP.

LPA discussed the safe sleep regulations with [applicant, licensee, or facility representative] and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed [applicant, licensee, or facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Director was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

AB1207 Mandated Child Abuse Reporting – On or before March 30, 2018, any person who works in a childcare facility shall complete the training and renew the training every 2 years. No citations are being issued during today’s visit.

A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the Assistant Director, Susan Stubbs.
