An unannounced Required - 1 Year inspection was conducted by Licensing Program Analysts (LPAs) Thelma Razo and Mireya Garcia. LPAs stated the purpose of the visit to Director Jean Leung who guided LPAs on the tour of the facility. Center is licensed for 122 preschool and prefers to serve children from age 2 until entry into kindergarten. Hours of operation is from Monday through Friday, 7:00 AM – 6:00 PM. Per Director, there are currently 116 children enrolled.

All areas identified on this report were inspected. LPAs observed all posting requirements for operation are visibly posted on the wall by the lobby to include but not limited to LIC 203A - License, LIC 610A - Emergency Disaster Plan, LIC 9148 - Earthquake Preparedness Check List, PUB 394 -Notification of parent’s rights poster, LIC 613A - Personal Rights, PUB 269 - Child Car Seat Law, AM and PM snack menus and lunch that is at least one week in advance, and Activity Schedule.

PHYSICAL PLANT: Furniture and equipment are in good condition, free of sharp, loose, or pointed parts. All toilets and hand washing sinks are safe, sanitary and are operational. All kitchen areas/food preparation areas and food storage areas are kept clean and are free of litter. The kitchen is separate from the classroom. Trash cans used to discard food have tight fitting lids. Drinking fountains are available indoors and outdoors. The facility was observed to be free of flies, other insects and rodents. Outdoor playground equipment is in safe condition, free of sharp, loose or pointed parts. During the walk trough of the outdoors, LPAs observed bug insecticide on the floor inside the laundry outdoor shed area which was unlocked and accessible to children in care. First Aid supplies were available. Carbon monoxide detectors and smoke detectors are present and in operable condition. Fire extinguishers have been serviced in June 2019. During LPAs inspection of Room #1, #5, and #6, LPAs observed cleaning and disinfectant compounds accessible to children in care.

Napping equipment and bedding were inspected for good condition, appropriate storage and cleanliness. Storage for children's belongings was inspected. LPAs observed children's cubbies inside the classrooms. Parents take blankets home on Friday and return on Monday. Per Director, the isolation area is located in the Director's office. In the Director's office a cot can be placed on the floor for an ill child and the staff restroom is readily available if an ill child requires it. Teacher child ratios were observed, and staff names recorded. Sign in and out sheets were reviewed. During this inspection, there were 71 children present and all 71 children were signed in.

FACILITY RECORDS: All individuals present have obtained a criminal record clearance or criminal record exemption. There is at least one person trained in CPR and Pediatric First Aid present during this inspection.
Children's roster, Children's files, Staff files were reviewed and are current. In review of children’s records, files contain information including, but not limited to the following: Name, address and telephone number of the child's authorized representative and of relatives or others who can assume responsibility for the child if the authorized representative cannot be reached when necessary. LPA Razo issued the Children's Record Review (LIC857), the Staff Record's Review (LIC859) and the Confidential Names List (LIC811) to the Director during this inspection. The LIC 857, LIC 859, and LIC 811 documents the staff names and children's and staff files that were reviewed during this inspection. Disaster drill log was available, last drill was conducted on 02/19/2020.

Per Director, there are currently no children enrolled at this time who required IMS. For IMS information, see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. LPA Garcia provided technical assistance to the Director and Administrator on how to navigate and sign up for alerts on the Child Care Licensing (CCL). LPAs provided a copy and discussed the following PINS with the Director and Administrator; PIN 20-02-CCP: Coronavirus Information and Guidelines for Child Care Settings and PIN 20-01-CCP: Required lead testing for drinking water in licensed child care centers and the provision of lead exposure information to parents and guardians by all licensed child care facilities.

At this time, the following deficiency is being cited in accordance to Tittle 22 of the California Code of Regulations. Please refer to LIC 809D for documentation of deficiency cited.

Notice of Site Visit (LIC9213) was provided and must be posted for 30 days during the hours of operation after each site visit by licensing representative. Failure to maintain posting as required will result in a civil penalty of $100.00.

Exit interview conducted with Director Jean Leung and Administrator Christine Yeo and a copy of report and Appeal Rights was provided.
