Licensing Program Analyst (LPA) Seung Lee conducted an unannounced random inspection. Upon arrival LPA Lee met with Licensee So Yun Bak. LPA Lee observed 6 children at the facility with the licensee. This is a school age program that consists of 1 room and outside play space. The children arrive earlier due to summer break currently. During the school year the children arrive after school and stay at the facility for about 2-3 hours per licensee.

All areas identified on the Facility Sketch were inspected. The following was observed during tour of facility:

SCHOOL-AGE PROGRAM (in addition to above general compliance)


The facility is in compliance with the school-age sign/out procedures (101529.1) and is in compliance with staff-child ratios (101516.5). A teacher shall supervise no more than 14 children or with an aide a maximum of 28 children.

PHYSICAL PLANT. Disinfectants, cleaning solutions, medication and other items that are dangerous to children, were observed to be inaccessible to children. Furniture and equipment are in good condition, free of sharp, loose, or pointed parts. All toilets, and hand washing sinks are safe, sanitary and are operating properly. All floors are clean and safe. The children in this program use the restroom that is adjacent to the off limits kitchen. The kitchen itself is located in the facility of the preschool program. Children do need to walk through outdoor play space of the preschool to access the restroom. Play schedule of the preschool is organized to prevent any type of comingling.

All kitchen areas/food preparation areas and food storage areas are kept clean and are free of litter, rubbish and rodents and/or any other vermin. All storage containers for solid waste, including moveable bins shall have tight-fitting covers that are kept on, and in good repair. Drinking water is readily available both indoors and outdoors. The facility was observed to be free of flies, other insects and rodents.

FACILITY RECORDS
All individuals present have obtained a criminal record clearance or criminal record exemption. There is at least one person trained in CPR and Pediatric First Aid present during this visit. The name of the child care center director or fully qualified teacher(s) designated to act in the director's absence is on file. Educational background, training, and/or experience for each staff present are on file and were reviewed.

In review of children’s records, files contain information including, but not limited to the following: Name, address and telephone number of the child's authorized representative and of relatives or others who can assume responsibility for the child if the authorized representative cannot be reached when necessary.

The Licensee stated that the school age children are served PM snacks when the preschool children are served. Since the children arrive earlier due to summer break, the children do bring sacked lunches from home. Snacks provided by the facility is prepared in the same kitchen as the preschool program.

Medication: Licensee stated that prescription and non-prescription medications are not administered for children in this program.

LPA advised the licensee to access forms, regulations and quarterly updates on the Child Care Licensing website at: www.ccld.ca.gov.



There were no deficiencies cited during today’s inspection.

The Notice of Site Visit (LIC 9213) – must remain posted for 30 days during the hours of operation after each site visit by a licensing representative. Failure to maintain posting as required will result in a civil penalty of $100.00. Exit interview was conducted with Director Angelina Escobar including, but not limited to Provider Rights, Appeal Procedures and Agencies Consultative Role. Since the inspection report was completed in the office area of the preschool, the licensee So Yun Bak requested the report be read and signed by the preschool Director so she could continue to provide full supervision to the school age children.
