Licensing Program Analyst (LPA) Franchesca White conducted an Unannounced Required Annual inspection to the above facility on 02/14/2024. Upon arrival, LPA disclosed the purpose of the inspection and met with Licensee, Nikita Houston. Adults in the home were discussed and have current criminal record clearance. There were no day care children present during today’s inspection. Licensee states she has four children enrolled at this time. Per Licensee, the facility’s hours of operation are 23 Hours Sunday through Saturday. Emergency Disaster Plan, License, and Parents’ Rights were posted at the time of inspection. Disaster drill log was also available during today’s inspection, last disaster drill conducted on 1/10/2024.

This is a single story home which consists of two bedrooms, one bathroom, kitchen, living room, dining room. Areas used by the children include the Living Room, Dining Room, Bedroom 2, kitchen, and Bathroom 1. Per Licensee, areas off limits to children and parents are the bedroom 1, and kitchen area.

All areas identified on the facility sketch as accessible to children were inspected to ensure that they are clean and orderly with ventilation and heating for the safety of the children. There is a working telephone maintained in the home.

LPA observed the main care space to have cubbies for the children's individual belongings at the entrance of the facility. Living room and dining room space have plenty of book cases filled with blocks, and puzzles, and sitting space for individual play, and group play. The hardwood floors have throw rugs with educational pictures of alphabets and site words placed throughout the main care space. There are puff chairs on the floor near the book reading area adjacent to the window seal. There are cots against the wall for daycare children. Activity supplies line the wall of the main care space complete with paint, construction paper, coloring pencils, and a music station.

LPA observed Bedroom 2 to have two cribs in the room for the infant care, as well as a rocking chair and blanket. There are 2 off limits closet that are locked with a signs stating "keep out". There is a first aid kit on the shelf adjacent to the cribs. There is a throw rug on the hardwood floors in the infant room, with an extra rug in the corner of the room. There are block book case shelves with infant/toddler age-appropriate toys for children receiving care in this space.

Through the infant room you can access the Bathroom remodeled to have a baby changing space to the left of the bathroom entrance. The bathroom was inspected and found to be free of sharp edges, and foreign materials. Bathroom had toilet paper, soap, and paper towels available. LPA did not observe any chemicals or dangerous materials that could pose a potential threat to children in care. Licensee has another First aid kit that hangs from the back of the door of the bathroom. There is a second door that leads to the laundry space that Licensee says remains locked when children are present.

LPA observed the kitchen to be open and spacious with child safety locks on all the cabinets. The stove has stoppers on them that when locked in place prevent the knobs from being turned. Licensee showed LPA that the knives are stored in a cabinet above the refrigerator in a closed storage container making them inaccessible to children in care. Licensee states that there is additional sitting space in the kitchen for snacks, and meals.

Licensee took LPA to the backyard area where children play. Licensee states she is having new fencing installed this week. Licensee further states that there are no children coming this week, so the finishing touches are being placed on the home. LPA observed fencing to surround the back yard, making it safe for the children to play. There is a plastic play apparatus present. There is a second home bearing the address 336 1/2. Licensee states that is her daughter's home and it is not used for the day-care children. Her daughter is on the association list for the facility.

LPA White tested carbon monoxide, and smoke detectors throughout the home all were operable at the time of inspection. Fire Extinguisher is stored in the kitchen under the sink. LPA White observed a purchase receipt of 1/25/2024. LPA White review staff files for immunization records, mandated reporter training certificate, CPR and first aid, all of which were available at the time of inspection.

LPA White observed the following certifications within the Staff File of Licensee:
  • Mandated Reporter Training Certificate: 3/12/2022 (expiration date 3/12/2024)
  • CPR/1st Aid Certificate: 3/14/2022 (expiration date 3/2024)
  • Immunization Records are current

LPa White observed the other staff files to have current Mandated Reporter Training, and CPR/First Aid certificates. LPA White reviewed Children's Files to be updated with all the required department documentation.

LPA discussed the following with Licensee:

Licensee Nikita Houston was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with licensee Nikita Houston and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Licensee [or facility representative] was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

Based on observations, interviews, and record review there are no deficiencies sited today under Title 22.

A notice of site visit was given and must remain posted for 30 days.


Exit interview conducted and report was reviewed with the licensee Nikita Houston. A copy of the report, and appeal rights were given to Licensee.
