25 | Licensing Program Analysts (LPA) Cynthia Reyes conducted an unannounced case management inspection for an Action Level Exceedance (ALE) detected in a water fixture in the facility. LPA met with Director Vicky Gutzwiller, who guided LPA on a tour of the facility.
LPA reviewed new Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, which requires the testing of water for lead in Child Care Centers (CCCs) with facility director during the inspection. Per AB 2370, all CCCs that are located in buildings constructed before January 1, 2010, must have their water tested and post the results by January 1, 2023, and every 5 years after the date of the first testing.
Facility provided Lead in water report with all the required forms, which included LIC 9276, LIC999 and LIC9275 to LPA during today’s inspection.
The Department did not receive notification from the State Water Resources Control Board (SWRCB), Division of Drinking Water (DDW). The SWRCB report which was provided by the Director indicated the facility was inspected and samples were collected on 12/23/2022 and on 03/24/2023. A Faucet was reported with 5.5 ppb or greater lead exceedance levels as follows:
· J-CF-P - Class Room E (2-3 Year olds) Faucet - Results 8.3ppb
Director states that the parents of the children bring their own filled water bottles or Sippy cups with water from home since Covid. There is a water pitcher filled with water from the school kitchen which did not test with action level exceedance, and used if a child does not bring their own water bottle. Staff would only use faucet J for cleaning active tools such as painting supplies. The drinking fountain in the same area as this faucet tested fine, however the children don't use the drinking fountain.
