Licensing Program Analyst (LPA) Seung Lee conducted an unannounced complaint inspection. Upon arrival LPA Lee met with assistant Director Susan Situ

During the course of this investigation, LPA Lee made observations, reviewed documents, and conducted interviews in regards to the above allegation.

The complaint alleged that facility staff handled children in a rough manner, forced children to lay down during nap time, and did not prevent inappropriate behavior of children in care. The facility denied the allgation and made no disclosure. Interviews conducted during the investigation did not provide any additional evidence that supported the above allegations. The facility has regular nap time scheduled from about noon till around 3pm. During nap time, children who wish to not nap have various options available to them from the facility. According to staff interviewed, children can lay down and rest in their cot, read a book, or go to the Director's office area so they do not disturb the children who are napping. This facility does have a policy of providing parent's with incident reports. A sample of the form shows space for the teacher, Director, and parent to sign the form.

LPA Lee also observed the discipline policy of the facility in the admission agreement given to parents during enrollment. The interviews conducted with staff members of the facility did match up with the written policy of the facility when it came to discipline. Children are given a verbal explanations from staff which can progress to a meeting with parents if the behavior does not improve.

The complaint mentioned a specific classroom and staff members of the facility in the details of the allegations. LPA Lee interviewed children and staff members from that classroom during the investigation. The interviews did not provide any additional evidence that supported the allegation.

Based on the evidence collected during the investigation, the allegations that staff handled children in a rough manner, forced children to lay down during nap time, and did not prevent inappropriate behavior of children in care may be valid. However, there is not enough preponderance of evidence to prove the alleged violation(s) did or did not occur, therefore at this time the above allegations are found to be unsubstantiated.

The notice of site inspection must remain posted for a period of 30 days during hours operation. Failure to maintain posting will result in a civil penalty of $100.00 dollars.
