Licensing Program Analysts (LPAs) Lilli Babcock and Roxana Lopez conducted a Case Management-Deficiencies visit on 11/17/23 to address deficiencies revealed during a Case Management-Incident visit. A COVID risk assessment was conducted. LPAs met with Licensee, Noemy Garcia, to whom the reason for the visit was explained. LPAs observed 1 child and Licensee’s husband were present at the facility during this inspection.

On 11/17/23 LPAs conducted a visit to the above facility to investigate an incident reported to the Department. Interviews conducted for the incident investigation revealed the licensee’s husband was caring for children alone while the licensee was dropping off children at school. The licensee’s husband is fingerprint cleared; however, LPAs reviewed the file of Licensee’s husband and did not observe Mandated Reporter Training or Pediatric First Aid/CPR. Licensee stated he does not have the required Mandated Reporter Training or the required Pediatric First Aid and Pediatric CPR to be caring for children alone.


Based on interviews conducted and records reviewed, the following deficiencies listed on the attached LIC 809D (deficiency page) are being cited in accordance with California Code of Regulations Title 22. Deficiencies that are being cited need to be cleared to protect the children’s health and safety.

A notice of site visit was given and must remain posted for 30 days.
Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
