On 2/8/2021, Licensing Program Analyst (LPA) Ariel Cazares conducted a technical assistance visit with Director Ani Kuyumjian at the licensed facility via FaceTime.

The purpose of the visit was to provide technical assistance to the facility that has been granted a waiver extension to temporarily operate outside of the conditions of their preschool license. This waiver will be used to due to the spread of COVID-19 in Southern/Northern California.

The child care will be operated Monday through Friday, 7:00am to 6:00pm. The waiver will allow the facility to enroll up to 8 school-age children under the preschool license. The facility will operate within its capacity, as this waiver is not for a capacity increase. Should the facility need to operate beyond what has been approved in the waiver or any changes to the conditions of the waiver occur, the Monterey Park Child Care Regional Office shall be notified.

At 2:05pm LPA was toured through the facility. LPA was shown the entrance/check in area of the facility. Per director only 2 adults are allowed inside at a time. Students are checked in and out via a handwritten system. Temperatures and health checks are done for each child. There is hand sanitizer available for use. Postings were observed outside and inside the facility. Postings address wearing a mask, symptoms to look for, and visitor policy.

LPA was shown the classrooms. The first classroom is a preschool classroom that did not have children present as they were outside. The classroom adjacent to that is designated for school-age children under the waiver. There is a separate and private restroom for those children. There is a separate entrance for that classroom.

Two additional classrooms were observed with napping children. The 2 year old classroom had 11 children, 1 staff. The 3 and 4 year old classroom had 12 children, 2 staff. Water is made available via bottled water and fountains can be used to refill. LPA reminded director that fountains should not be used by children (mouth to spout) but rather to refill bottles or cups. Restrooms were observed and handwashing signs were present.

At 2:15pm, LPA was guided outdoors where children were playing. There were a total of 11 children and 1 additional staff. LPA addressed keeping groups separate and staggering outdoor times for each group. LPA reminded director to keep cohorts in their designated classrooms per Public Health guidelines. LPA inquired about the isolation area. Director showed LPA an outdoor classroom equipped with a private restroom where an ill child can wait for parent, under supervision of a staff. LPA observed a smoke and carbon monoxide detector and verified it is functional. LPA was guided back to the lobby area where she was shown the hardwired system for the smoke alarm. LPA was shown the latest fire inspection and permit dated 12/7/2020. Snacks are provided by the facility, but lunch is brought from home by children.

To further ensure health and safety of the children in care, Community Care Licensing will provide on-going Technical Assistance (TA) to the facility. LPA advised director to stay updated with the Provider Information Notices (PINs) on the department website www.ccld.ca.gov as well as www.covid19.ca.gov for COVID-19 related information.

An exit interview was conducted with Director Ani Kuyumjian. A copy of this report will be sent via email with an attached read receipt as proof of receipt. LPA requested report be signed and a copy returned to the Regional Office in addition to the confirmation of read receipt.
