Licensing Program Analysts (LPAs) Crystal Green and Elka Chavez conducted an unannounced case management licensee-initiated inspection. Licensing staff met with Regional Site Director, Onice Ming and Assistant Director of Education, Amanda Velasquez. This is a HeadStart program operated by Pacific Asian Consortium in Employment. This facility is currently licensed as a HeadStart Program/ preschool program with a capacity of 30 children.

The licensee has requested to reduce the preschool capacity to add a new toddler option program (Early HeadStart). The facility hours of operation for the HeadStart program are Monday through Friday from 8:30am to 3pm. The proposed hours of operation for the Early HeadStart Program will be Monday through Friday 8am to 3pm.

This facility is located on the premises of Grandview Apartments. Licensing staff observed the facility to be physically separate both indoors and outdoors. The entrance to the facility is accessible from Grandview and James Woods Blvd. There will be two separate gated entrances located on Grandview Blvd.; one for the proposed Early HeadStart and the existing HeadStart Program. Parents and visitors will notify the facility of their arrival by ringing a bell located next to the secured gate.

LPAs were provided a tour of the facility’s existing licensed areas. There are 2 classrooms within the facility: Classroom 1 and Classroom 2. The licensee is requesting to remove Classroom 2 to convert into an Early HeadStart/ Toddler Option classroom. Both classrooms were observed to each have their own separate entrance.

During the tour, LPAs observed 9 napping children with one staff in classroom 1. The facility was observed to be operating within its licensed capacity. LPAs observed the preschoolers to have access to 2 toilets and 1 sink located in the hallway.

The proposed toddler option classroom, Classroom 2, was observed to contain age-appropriate tables and chairs, toys, and activities. There is a changing table located within arms reach of a sink. Licensing staff observed the sink to be a portable sink with freely flowing water. The designated toddler option toilet will be located within the staff restroom. There are 2 separate stalls located with the restroom, first stall will be designated for toddlers use only. The second stall will be designated for the staff. LPAs observed each stall to be physically separate from each other. There will be a step stool available for the toddler. Facility administrator understands that the toddlers must be escorted to and from the restroom by designated staff at all times.

Licensing staff was guided through the outdoor activity areas. The outdoor play area was observed to have two separate areas: one designated for the preschoolers and the other area for the proposed toddler program. The proposed toddler play area was observed to be separated by an iron fencing. There were age-appropriate toys such as water play, tricycles with helmets, and art stations. All outdoor equipment was observed to be in good condition. The outdoor activity space surface was observed to be maintained in a safe condition and free of hazards. There is adequate shade available outdoors via canopies. LPAs observed cushioning material available around and/or under climbing equipment to absorb a fall.

LPAs obtain measurements during this inspection.
Total Indoor Activity Space equals 1127.94 sq. ft. which can accommodate the licensee requested capacity.
Total Outdoor Space designated for the Toddler Program equals 494.36 sq. ft. which can accommodate for 6 children at a time. During this inspection, LPAs consulted with the facility representative regarding the documentation needed for the waiver request.

The Department has received an approved Fire Clearance from the LA City Fire Department. At this time the licensee request to add a new toddler option is pending final application review and the approval of the toddler outdoor space usage. Once final approval is obtained the facility new total licensed capacity will be 28 children (16 preschoolers and 12 toddlers).

Facility Representative was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California.
Exit interview conducted and report was reviewed with the Facility Administrators. A notice of site visit was given to facility representative and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days.
