13 | Licensing Program Analyst (LPA) Judy Mora conducted an unannounced inspection to conclude the investigation for the above allegation. There was no staff available to guide LPA on a tour. Director Michelle Johnson was not available during this inspection. LPA later met with Teacher Elvira Valencia.
During the course of this inspection LPA visually observed the infants and staff in the classroom to determine if needs of children and ratios are being met. LPA inspected the facililty both indoors and outdoors. LPA also obtained a copy of the facility roster. Furthermore, LPA obtained copies of staff sign in and out sheets and children's sign in and out sheets for the weeks of 08/02/21, 07/12/21 & 07/05/21. Based on the available information, the preponderance of evidence standard has been met, therefore the above allegation is found to be Substantiated. California Code of Regulations,(Title 22, Division 12 & Chapter Number 6), are being cited on the attached LIC 9099D.
