Licensing Program Analyst (LPA) Warren Birks conducted an unannounced case management inspection for the purpose of inspecting the facility for a capacity increase. LPA met with Licensee Bertha Alamo and cleared assistant who were providing care for three children (2 infants and 1 preschool). The Licensee is requesting to increase to a Large Family Child Care with a capacity of 12-14 children. Family members residing in the home are three cleared adults. LPA observed three (3) children present at the time of inspection (in compliance with license limitations).

All areas identified on the facility sketch were inspected. This is a single story home consisting of 3 bedrooms, 2 bathrooms, living room, kitchen, dining room, family room, and laundry area. The children use the living room, kitchen, one restroom and the backyard for childcare. Off-limits areas include all three (3) bedrooms, master bathroom, laundry area and 2 gated areas in the backyard. Home was inspected for comfort, cleanliness, ventilation, and telephone service (land line). LPA observed age appropriate toys and equipment for children. LPA observed an above ground pool surrounded by a 5 foot 10 inch self latching wooden gate. The gate has wooden slats that are 3 inches apart and there is no opening space from the ground. The Licensee will be required to install lock on sliding door leading to outdoor pool. The Licensee's 2A 10BC fires extinguisher is fully charge with an inspection due date of May 2020. Smoke and carbon monoxide detectors near the dining room were tested and are in operable condition. There are emergency supplies on the premises and a first aid kit.

There is no garage on the premises. LPA observed no accessible medicines, cleaners or hazardous items that can pose a danger to children. Kitchen cabinets and bathroom cabinets have locks to prevent children from accessing hazardous items. Per Licensee, there are no firearms or weapons at the facility. Per applicant, there are no dual licenses at this address. Napping equipment for infants is available. All posting requirements were observed to be posted at the time of visit.

Note: A qualified assistant must be present and actively involved in caring for children whenever nine (9) or more children are present at the facility. This includes outdoor activity and activity away from the child care facility. The Licensee and cleared assistant's CPR expires May 2021.

There is one small dog on the premises that appeared friendly around the children. The licensee was strongly advised to provide 100% supervision when the dog is accessible and for all outdoor play.

Note: LPA provided Licensee Alamo with a form listing the possible capacity and ratio scenarios approved under Title 22. LPA also reminded Licensee of the following:

1. All adults working with the children, residing in the home or having initial presence in the facility (during operating hours) must be fingerprint cleared.

2. The capacity and ratio requirements for a small family child care home resume when no assistants are present.

3. All medications, cleaners, chemicals and hazardous items (such as knives, sharp objects etc.) must be inaccessible.

Note: Licensee has an approved August 8, 2019 Fire Clearance (14 children),

Note: Although the pool is surrounded by a locked gate, LPA is requiring the Licensee install a locking mechanism on sliding door to the backyard as an preventive measure from a child opening the sliding door (which may lead to pool). Once the Licensee submits evidence of a lock system, the Licensee will be approved for a Large Family Child Care.

Upon receipt the Licensee shall post the Notice of Site Visit and the Licensing Report. This report and the Notice of Site Visit shall be posted for 30 consecutive days. Failure to maintain posting as required will result in a $100.00 civil penalty. Exit interview conducted with Licensee Alamo.
