On January 12, 2023, Licensing Program Analyst (LPA) Monique Ayala conducted an unannounced required 1 year inspection at the above facility. A COVID-19 risk assessment was conducted prior to entering the facility. Upon arrival, LPA met with Licensee, Liana Danielyan, who provided LPA a tour of the facility indoors and outdoors. Also present was licensee spouse, Petros Babelyan. There were 11 children present. Licensee states there are 11 children enrolled. The children’s roster was reviewed and is current. Licensee’s operating hours are from 8:30 a.m. to 5:00 p.m. from Monday through Friday.

This is a one story home which consists of 3 bedrooms, 3 bathrooms, day care kitchen, main kitchen, dining room, living room, day care room (den), front and backyard (fenced). The Child Care takes place in the rear portion of the home. The children use the day care room (den), the bathroom near the den, and backyard. Per licensee, areas off limits to children and parents include: 2 bedrooms, 2 bathrooms, day care kitchen, main kitchen, living room, and dining room. LPA toured all areas used by children during this visit.

LPA inspected the day care room (den) used by the children. There are adequate age appropriate toys, books, and games. No hazards or violations were observed. There is proper ventilation through the home through central air and heat. Knives and sharp objects are stored the in the main kitchen which is in the off limits are of the home and inaccessible to children. There is a door that leads from the day care to the main house that remains locked during day care hours to prevent access. The bathroom was inspected for safety and cleanliness. Cleaning compounds and detergents are stored in a latched cabinet underneath the bathroom sink. No hazards or violations were observed. There are electrical outlet covers throughout and a First Aid Kit is available. The day care kitchen is used to prepare meals for the children. There is a sidling door that is maintained closed to prevent access.

The backyard is fenced and there is shade available to the children. There are age appropriate toys and equipment on the premises.

Licensee has the Parent’s Rights poster and other appropriate forms posted on a board in the living room. Licensee, Liana Danielyan’s First Aid/Infant CPR certificates are valid through 06/03/2024. Licensee's disaster drill log notes last drill conducted on 11/18/2022. Licensee has a working telephone. Licensee has current Mandated Reporter Training, expires on 08/29/2024.

LPA observed the 2A10BC fire extinguisher located in the day care room and is fully charged. There is an operational smoke detector and an operational carbon monoxide detector in the home. There are no firearms or poisons present on the premises as stated by Licensee. Currently there are no pets.

Staff files were reviewed and found to be complete. Children’s files were reviewed for proper documentation and found to be complete.

The following were discussed: Individuals who are 18 years of age or older living in the home must be finger print cleared prior to being in the presence of the children in care. Individuals within one month of their 18th birthday must be fingerprinted immediately. No smoking, No infant walkers, No baby bouncers, No Johnny jumpers, No exersaucers and any other item that falls into that category. LPA discussed disaster drills, posting requirements, children records requirements, mandated child abuse and injury/death reporting. LPA reviewed LIC 311D with licensee, reminding her of required forms. LPA reviewed infant safe sleep regulation with licensee and provided licensee with a copy of the regulation, LIC9227 and sleep log.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. A qualified Assistant must be present and actively involved in caring for children whenever nine (9) or more children are present at the facility in a large family child care home.

There were no deficiencies cited during today’s inspection.
