Licensing Program Analyst's (LPAs) Cynthia Reyes and Mary Silva conducted an unannounced annual required inspection at the above facility on 05/25/23 at 1:30 PM. Licensing staff met with Aida Dejong, Licensee who guided licensing staff on a tour of the facility indoors and outdoors, Licensee’s assistant Mirtha was also present during the Inspection. There were four children present at LPAs arrival and seven more children arrived during this inspection. Per Licensee, there is 14 children enrolled. Licensee operates Monday-Friday from 5:00am-5:00pm. Per licensee there are 2 adults living in the home (Licensee and spouse). Areas used by the children were inspected as follows: Living room, dining room, 1 bedroom, 1 bathroom, enclosed patio used as a playroom and front yard. Areas off limits include kitchen, 2 bedrooms and 1 master bathroom. **Rooms that are off-limits need to be made inaccessible during operating hours** The Licensee does understand that licensing staff may have access to off-limit areas during inspection visit if necessary

Licensing staff observed a swimming pool in the back yard and licensee states the children only use the pool during the summer with staff supervision. LPA(s) advised licensee to document swimming pool protocol that are being used during the summer. LPA(s) observed the black wrought iron gate surrounding the swimming pool has openings that exceed title 22 regulations as well as the gate at both ends of the swimming pool have gaps between the gate and the neighbors wooden wall. LPA(s) advised licensee that see through mesh is needed along the entire black wrought gate that surround the pool. LPA(s) also advised the licensee that a lock needs to be placed on the gate leading inside to pool area(photos taken).

Licensing staff observed a fireplace in the playroom next to the kitchen, which is boarded and made inaccessible. Licensing staff observed 1 cat, 4 dogs, and 4 peacocks during this Inspection. Areas accessible to children were inspected to ensure that they are clean and orderly with ventilation and heating for safety, and telephone service (land line). REPORT CONTINUES ON NEXT PAGE........

There are toys available for children. Detergents, cleaning compounds, medications, and other items which can pose a danger to children are inaccessible. Smoke and carbon monoxide detectors were tested and are operable. Fire extinguisher indicates fully charged, with service tag 04/18/23 to confirm date of service.

Currently children use backyard patio for outdoor play, which is converted into a playroom. The outdoor play area was observed to be fenced with wooden fence. LPA observed that the outdoor patio/ playroom has toys and other materials for children to play with. LPA did not observe any objects that could be hazardous to children in care.

LPA observed the Facility License, following required posted documentation were available: Publication (PUB) 394- Notification of Parent Rights 9040- Facility Roster, LIC 610- Facility Disaster Plan. A drill was last conducted in the month of April 2023.



Licensee states that there are no poisons stored in the home and understands that all poisons must be lock, not only inaccessible to children. Isolation area for sick children waiting to be picked up will be in the bedroom accessible to children and away from the other children. Per Licensee there are no firearms or weapons stored in the home.

Infant Care: The facility is currently caring for one infant. LPA informed licensee of the new Safe sleep regulations, including LIC 9227 Infant Sleep Plan for infants under 12 months, 15-minute sleep check documentation for infants 0-24 months.

Children’s records were reviewed, including but not limited to, a copy of the emergency information card that contains all the information required by regulation. See deficiency page for missing documents.

Licensing staff observed spouse of licensee picking up children however, no record of Pediatric First Aid and CPR certification was available.

AB1207 Mandated Child Abuse Reporting – Implementation was discussed with Licensee. Website provided: http://mandatedreporterca.com. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

Licensee has been advised of the following:

· Pools should be inaccessible by a pool cover or a 5-foot fence around the perimeter of the pool. If the fence is made from chain link, the opening should not allow a golf ball to pass through. Fences made from mesh will need to be approved by the department. Mesh fence will remain in place whenever licensed care is provided, and as long as the mesh fence makes the swimming pool inaccessible to children as determined by licensing staff.


· Pool cover label should read F1346-91 American Society for Testing Material and it should be able to withstand the weight of an adult without water above cover when standing.

LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

The deficiencies listed on the following pages were observed by the LPA and are being cited in accordance with California Code of Regulations Title 22. Please see attached LIC 809D.



Deficiencies that are being cited need to be cleared to protect the children’s health & safety.

A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.

Based on [(observation)LPA(s) observed the wooden play structure in need of sanding and paint, and the tarp is protruding from under the wood chips, several concrete bricks and blocks were observed all over the floor. Aloe vera plants were observed to be accessible to children. Other Miscellaneous hazards items observed by LPA(s) were a car in the drive way, large part of a concrete water fountain etc. which poses/posed a potential health, safety or personal rights risk to persons in care.
