On 3/23/2021, Licensing Program Analyst (LPA) Ariel Cazares conducted a technical assistance visit with Licensee Arabella Oliveros-Morales at the licensed facility via FaceTime due to COVID-19 and precautionary measures.

The purpose of the visit was to provide technical assistance to the facility that has been granted a waiver to temporarily operate outside of the conditions of their license. This waiver will be used due to the spread of COVID-19 in Southern/Northern California.

The child care will be operated Monday through Friday, 6:00am to 7:00pm. The waiver will allow the facility increase the capacity of their small license to 14 children. A fire clearance is on file for this facility for a capacity increase. Should the facility need to operate beyond what has been approved in the waiver or any changes to the conditions of the waiver occur, the Monterey Park Child Care Regional Office shall be notified.

At 10:30am LPA was toured through the outdoor area at the front of the home. Parents arrive at the entrance and sign in and out is conducted outside. Health and temperature checks are done outside. The outdoor space is also used as the play space for children. There is an outdoor bathroom that can be used when children are outside. Postings were observed that address face masks, visitor policy and social distancing. There is a dog that is outdoors and separate from the outdoor space that children use. Per licensee, equipment and commonly touched surfaces are disinfected and sanitized twice throughout the day and after children leave.

At 10:33am LPA was toured indoors where children enter. There were 3 children present at this time. There is hand sanitizer, masks, and gloves on top of a shelf out of reach of children. Licensee takes children’s temperatures prior to acceptance to facility. Shoes are disinfected for children. The living room and dining room area is used for children. There is an installed fire alarm system in the home. A door by the dining room leads to the kitchen. Cabinets and drawers were observed latched. Hand washing postings were observed near the sink. There is a protocol posting for sanitizing in the kitchen. Kitchen can be used for privacy for children distant learning if needed. Licensee prepares all meals and snacks. Disposable water bottles are used. The kitchen area can be used as the ill isolation space if needed. There is a restroom near the kitchen that is used by the children with needed supplies such as toilet paper, hand soap, and paper towels. LPA inquired into a hand washing posting for the restroom. Licensee stated that due to tile wall posting does not stay affixed, but can find another way to have posting for visible. LPA inquired into social distancing measures. Per licensee the tables in the rooms used by children will allow for 6 feet distancing and can be moved if needed to ensure all children remain distanced. The smoke/carbon monoxide combination detector in the living room was tested and found operable.

To further ensure health and safety of the children in care, Community Care Licensing will provide on-going Technical Assistance (TA) to the facility. LPA advised director to stay updated with the Provider Information Notices (PINs) on the department website www.ccld.ca.gov as well as www.covid19.ca.gov for COVID-19 related information.

An exit interview was conducted with Licensee Arabella Oliveros-Morales. A copy of this report will be sent via email with an attached read receipt as proof of receipt. LPA requested report be signed and a copy returned to the Regional Office in addition to the confirmation of read receipt.
