This was an announced licensee initiated case management inspection to evaluate the facility for a capacity increase conducted by Licensing Program Analyst (LPA) Crystal Green. Due to COVID-19 and precautionary measures, this inspection was conducted with Licensee Arabella Oliveros- Morales, via a tele-inspection by use of FaceTime. The purpose of the tele-inspection was due to the licensee's request to increase to a Large Family Child Care Home.

The licensee has been granted a waiver to temporarily operate outside of the conditions of their license as a small Child care provider. The waiver allowed the facility to temporarily increase the capacity of their small license to 14 children. The child care operates Monday through Friday, 6:00 am to 7:00 pm. Per Licensee, there are currently (8) children enrolled.

During this tele-inspection, the Licensee took this LPA on a tour of the home. The following was noted: At 10:30 am LPA was toured through the outdoor area at the front of the home. The front yard of the home was observed to be surrounded by fencing. Per Licensee, Parents arrive at the entrance, and sign in and out is conducted outside. Health and temperature checks are done outside. Shoes are disinfected for children. There is a dog that is kept outdoors in an off-limit area of the outdoor space.

At 10:35 am LPA was toured through the interior of the home of the accessible areas to children which were the living room and dining room, and restroom. Postings were observed that address face masks, visitor policy, and social distancing. Areas that will be used by children were inspected for safety, comfort, and cleanliness. Detergents, cleaning compounds, medicines, sharp objects, and hazardous items that can pose a danger to children are inaccessible in areas designated for children.

There were (2) children present during this inspection. Also present during this inspection was the licensee's husband, Michael Morales, and licensee's daughter, Destiny Oliveros. LPA observed an installed fire alarm system in the home. Cabinets and drawers were observed latched. There is a protocol posting for sanitizing in the kitchen. Per Licensee, the kitchen can be used for privacy for children's distant learning if needed. Licensee prepares all meals and snacks. Per licensee, the tables in the rooms used by children will allow for 6 feet distancing and can be moved if needed to ensure all children remain distanced. At 10: 39am, LPA was toured through the back yard of the home. The LPA observed the backyard to be surrounded by fencing with adequate shade and age-appropriate toys. There is a bathroom attached to the detached garage that is accessible to children. LPA observed there to a lock on the garage door, children can utilize the bathroom without entering the garage.

At 10:44 am, Licensee assisted LPA in conducting a virtual review of the children's files present during the inspection. There is an approved fire clearance on file. At this time, the licensee home meets the description of a safe and healthy environment for children as described in Chapter 1, Division 12, Title 22 of the California Code of Regulations, and will be submitted for approval to be licensed as a Large Family Child Care Home.

The exit interview was conducted with Licensee. This report along with a copy of the appeal rights will be sent to the Licensee via email with a read receipt or confirmation of receipt of the email, which will act as the Licensee’s signature.
