Inspection conducted in Spanish
At 9:00 am Licensing Program Analysts Lilli Babcock and Mary Silva conducted an unannounced required 1-year inspection to the above facility. A COVID risk assessment was conducted upon entry and appropriate PPE was used. LPAs met with Licensee, Maria Morales, to whom the reason for the visit was explained. Per Licensee, there are 14 children currently enrolled. There were 2 children present upon arrival. The licensee was observed to be operating within the license capacity limitations.

The licensee states that 5 adults and 1 child currently live in the home. Per Licensee, there is one assistant in the facility and was present during visit. All adults living in the home have obtained a criminal record clearance.

This is a one-story home which consists of 4 bedrooms, 2 bathrooms, living room, playroom, dining room, kitchen, laundry room, front yard, and backyard which is fenced.

Per licensee, areas off limits to children and parents include 4 bedrooms, 1 bathroom, laundry room and backyard. The children have access to kitchen, dining room, playroom which is in between living room and kitchen, one bathroom, and front yard which is fenced.

Licensee guided analysts on a tour of the facility at 9:05am. During this visit, all areas identified on the facility sketch that are accessible for children to use were toured and inspected and the following was observed.

Facility License, Emergency Disaster Plan, Parent’s Rights Poster, and Earthquake Preparedness Checklist were observed to be posted in the entry way of the home. A current children’s roster was available for review.

There is telephone service via landline and a cellphone. Hours of operation are Monday – Saturday 6:00am-6:00pm. There is ventilation and central heating in the home. LPAs observed an electric fireplace in the living room that is screened making it inaccessible to children.

Detergents, cleaning compounds, and medications were observed to be inaccessible to children. At 9:15am LPA(s) observed Raid under the kitchen sink advised that any poisons should be locked under key or combination lock. Licensee states that there are no firearms or weapons stored in the home.

At 9:35am LPA(s) observed the valve on the required 2A 10BC fire extinguisher indicates fully charged and serviced on 05/2022, as indicated on service tag. At 9:50am LPA(s) observed carbon monoxide was non operable no batteries, licensee tested Smoke Detector and was observed to be operable.

All homes shall conduct fire and disaster drills at least once every six months and document the date and time of each drill. At 10:05am LPA(s) observed last drill documented was conducted on 02/16/2023.

The home is observed to be clean and orderly. There are first aid supplies available. There are age-appropriate toys available for children. Per licensee isolation area for ill children will be on a couch in the playroom.

Licensee states that she currently has no infants enrolled.

Currently, children are using the front yard for outdoor play time. The outdoor play area was observed to be fenced. LPA observed that the outdoor yard has toys and other materials for children to play with. No bodies of water were observed on this day.


At 10:00 am children’s records were reviewed, including emergency information, and LPA(s) observed 2 of 6 children’s files to be missing LIC 627 consent for medical treatment, and 2 of 6 files were missing LIC 282 Liability Insurance Affidavit.

At 10:20 am Licensee and staff records were reviewed, and LPAs observed that Licensee has completed Mandated Reporter Training on 05/03/2022 and staff #1 has not completed Mandated Reporter Training. Licensee completed CPR/First Aid on 02/04/2022 and Staff completed CPR/First Aid on 05/14/2022.

LPA observed that the Licensee does not have proof of immunization record for Pertussis and Staff #1 is missing proof of Tuberculosis and has not completed Mandated Reporter AB 1207 compliant Child Care Training Certificate. www.mandatedreporterca.com

The licensee has completed training on preventive health practices including Pediatric First Aid and CPR. The licensee's Pediatric First Aid and CPR expires on 2/4/24.

LPA issued an LIC 857, Children’s Record Review, and LIC 859, Staff Record Review to the licensee which documents staff and children’s files reviewed during this inspection.

Smoking is prohibited in a licensed Family Child Care Home. Per Licensee, no one smokes in the home.

LPA did not observe the following items during the inspection: Infant Walkers, Johnny Jumpers, Saucer Chairs, and/or any other item that fall into these categories are not permitted in a family child care facility.

LPA also informed licensee Maria Morales of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Licensee Maria Morales was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with licensee Maria Morales and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee Maria Morales of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

A notice of site visit was given and must remain posted for 30 days.

Failure to comply with posting requirements shall result in an immediate civil penalty of $100.

Based on the LPAs observations and records review, the following deficiencies listed on the attached LIC 809D (deficiency page) are being cited in accordance with California Code of Regulations Title 22. Deficiencies that are being cited need to be cleared to protect the children’s health and safety.
