An unannounced, Annual/Random inspection was conducted on this date by Licensing Program Analysts (LPAs) Carolyn Tuba and Bardo Baluyot. Upon arrival at 9:30 am, LPAs was greeted by Director Panfilia Gonzalez who was in the preschool classroom as she was assisting in the preschool. LPAs was led into the conference room and the reason for the inspection was stated to Director Panfilia Gonzalez, who later guided LPAs on a tour at 9:45 am to the Infant classroom.

The census: Upon LPA's arrival in the infant room, there were 5 infants with two staffs, who was verified to be cleared and associated. All infants were signed in, on the Sign in log book placed in the lobby area.

The Center's days and hours of operation are Mon.-Thurs. 6:45 AM. to 6:45 PM. and Friday : 7.00 AM to 5.00 PM

Posting requirements: All posting requirements were observed on the Parent Boards. The license and the snack and lunch menu are posted on the Board in the lobby; the Personal Rights, Child Passenger Safety Law, and Notification of Parents Rights are posted on the Parent Board in front of the entryway of the door through which parents enter to get into the main part of the Center.
Parents ring the bell obtain access into the center and the door is remotely opened by the staff.

Physical Plant: Director, Panfilia Gonzalez guided LPAs on a tour of the infant room and playground. Furniture and equipment were inspected for age appropriateness and good repair. Telephone service, heating, lighting and ventilation were evaluated. Storage for children's belongings and an isolation area with a sink and toilet was inspected. Ill children will remain in the Administrator's office, which is located across the hall. Availability of drinking water was reviewed. Infants bring in their own milk/Formula/Snacks/ Baby food. It is stored in a separate refrigerator. The items are labelled. Infants have their individual bottles which are provided by the parents. All of the infants are still in diapers. The changing table is located within arm's-reach length of a sink.There is a carbon monoxide detector mounted on the wall directly outside of the Infant room; it was tested and is operable.

The cribs are confirmed to comply with CPSC 16CFR 1220 based upon the Certificate of Compliance. Center is aware of the Safe sleep practice and 10 cribs were observed for the infants, they are arranged across the wall and per the Facility Administrator, Cribs are pulled out in the middle for staff to walk in-between and check the infants. Administrator was made aware of the required staff presence and supervision during napping time of the infants.

10:00 am Outdoor equipment was inspected for safety, cushioning material, good repair and age appropriateness. There is a grey outdoor cushion mats on the playground. The mats are underneath the plastic play structure. The infant teachers bring out the individual Sippy cups for drinking water. The playground is surrounded by a wall on all four sides and an additional metal fence is added with a plastic mesh to divide the play ground. The play area was inspected for hazards and inaccessibility to bodies of water. Required shade was observed. LPAs recommended to place an additional barrier mesh below the fence due to wide opening at the bottom. Director stated the toys are disinfected and washed on premises as needed by the staff towards the end of the day. Toys are washed with bleach and water, air dried and machine dried as needed.

Food Service: The Center serves breakfast, lunch, and PM. snack to children above age of 2 while infants bring in their own milk and baby food. The refrigerator in the Infant room was measured at 41 degrees, though nothing is stored in this refrigerator except the food / milk brought in by the infants.

This facility doe not provides Incidental Medical Services – IMS. The infants do have their own First Aid supplies; The First Aid Kits were inventoried for quantity and expiration date. There is one First Aid Kit in the Administrator's office also. A review of medication policy, including administering, labeling, storage, and records was made. There are currently no infants on medication.

Transportation: This facility does not provide transportation for infants.
An Emergency Disaster Drill log is kept. The last fire drill was conducted on 04/22/2022. Teacher child ratios were observed and staff names recorded. Care and supervision was evaluated to determine if the basic needs of children are met appropriately. Per Director, there are currently no firearms or weapons on the premises.
File review: There are six infants currently enrolled. There are two main staff who assist in the infant room. A random sampling of 5 infant's files and the five staff files were reviewed for completeness, including, but not limited to Criminal Record Clearances for adults and verification of CPR/First Aid and health preventive practices documentation.
Director was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with Director and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPAs also informed Director of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

A notice of site visit was given and must remain posted for 30 days.
