On February 26th at 10:00am, Licensing Program Analyst (LPA) Lisa Rios made an unannounced visit for the purpose of conducting an Annual 1 Year Required inspection. LPA Rios met with and toured the facility inside and outside with Director, Sarah Thomas. The facility operates on the grounds of a church. The facility has 5 classrooms in total that operates from 9:00 am-2:00pm with many children going home at 12:00pm.
Inside:
The Butterfly Classroom has 21 children ages 4-5 years old with 3 qualified teachers. The Grasshopper Classroom with 13 children ages 3 years old and 3 qualified teachers, the Dragonfly classroom with 17 children ages 4 years old and 3 qualified teachers, The Bumble Bee Classroom with 17 children ages 3 years old and 3 qualified teachers and The Lady Bug Classroom with 12 children ages 2 years old and 3 qualified teachers. The children bring lunches that are kept with water bottles in cubbies outside the class. LPA Rios toured the classrooms and saw required emergency disaster plans posted, fire extinguishers 2A-10BC that were serviced on April 10th 2020, first aid kits in each classroom, Sparklets drinking water in each classroom, age appropriate toys and different areas for the children to play in. Each class has a mini-fridge that has the teachers lunch and snacks, a working telephone, ventilation and central heat and air. All cabinets were checked and cleaning supplies, toxins and other hazardous materials were not accessible to children.
Outside:
There's an outside play area in the back that runs the length of the classrooms, an outside play yard in front that runs the length of two classrooms, a large play yard that is shared space on the East side of the school and beyond this yard is a 2 year old classroom with it's own yard and outdoor play area . LPA observed available drinking water inside the children's classrooms and outdoor play areas. Bathrooms for all classrooms ages 3-5 years old are located at the front of the school on the West side on either side of the Program Office. Each was observed to be clean, fully operating and have plenty of toilet paper, paper towels and soap. One has 2 urinals, 3 stalls with toilets and 3 sinks. The second has 4 stalls with toilets, 4 sinks and a changing table. The bathrooms have cabinets that hold extra clothes for any children that have an accident and need them.

Proper cushioning material was observed beneath climbing structures but did not cover all areas. Required shade, drinking water and fencing was inspected. The play area was inspected for hazards and inaccessibility of bodies of water.

A review of medication policy, including administering, labeling, storage, and records was made. All children's medication is kept in the front office, labeled, contains instructions and a consent form from the parents. IMS services are not provided at this time and was discussed with the Director. Documentation of current Fire/Earthquake drills was observed by LPA Rios in the front office. All required licensing postings are located inside the front office near the Director's desk. LPA discussed moving this board to a more visual accessible location. Director has current First Aid/CPR with an expiration of 4/2021
.
Children bring their own lunches and the center provides snacks that are prepared in the kitchen by the church. Menus with serving sizes are posted in the front office and emailed to each parent and children with food allergies are on a sheet and posted behind a supply cabinet. Napping equipment was seen in the classrooms for the 3 year olds with proper bedding stored in the child's cubby. The 2 year olds go home at noon and the 4-5 year olds don't nap but have a quiet time after lunch. Isolation area for sick children is located in the Program Office.

All adults are confirmed to have criminal record clearances and are associated to the facility. A review of staff files shows that everyone has Mandated Reporter Training and required immunization's and First Aid and CPR training that is good through 4/19/2021.

The following items were discussed with the Director:
Assembly Bill (AB) 633: Upon receipt by the licensee, licensees are to provide to parents/guardians the following: Copies of any licensing reports that document a Type A citation- this includes facility visits and substantiated complaint investigations; copy of licensing documents pertaining to a conference conducted by a local licensing agency management representative and the licensee of this family child care home in which issues of noncompliance are discussed or copies of a summary of an accusation indicating the Department's intent to revoke the facility's license. Copies of any of the above licensing documents the licensee has received in the prior 12 months shall be provided to parents/guardians of newly enrolled child at the facility.

Senate Bill (SB) 792: This bill, commencing September 1, 2016, prohibits a person from being employed or volunteering at a child care facility or family day care if he or she has not been immunized against influenza, pertussis and measles.

Mandated Reporter: Beginning on January 1, 2018, AB 1207, requires all licensed providers, applicants, directors and employees to complete training as specified on their mandated reporter duties and to renew their training every two years. Volunteers are encouraged but not required to take the training. Website: www.mandatedreporterca.com


Please Note: We have recently made changes to our website. The general training for mandated reporters is now a required prerequisite for all the profession-specific trainings. The general training is a one-time prerequisite and needs to be completed prior to completing the profession-specific training for the first time using the updated online platform, launched in December 2018. The general training does not need to be retaken when you renew your profession-specific training certificate in subsequent years. Altogether, the general training and the profession-specific trainings meet the training requirements of the California Child Abuse and Neglect Reporting Act (CANRA), Education Code for school personnel, and Health and Safety Code for licensed child care providers.

Update on Incidental Medical Services: Facilities that provide Incidental Medical Services (IMS) must identify those services in their facility’s Plan of Operation and submit an updated Plan of Operation to the Department. Incidental Medical Services Include: Blood-Glucose Monitoring for Diabetic Children, Administering Inhaled Medication, Administering EpiPen Jr. and EpiPen or other Epinephrine Auto-Injectors, Glucagon Administration, Gastrostomy Tube Care (G-tube care), Insulin Injections Administration, Anti-Seizure Administration, and Emptying an Ileostomy Bag.

The facility was found to be in substantial compliance per Title 22 Regulations.
A copy of report, a Notice of Site Visit and Appeal Rights were issued and explained to the Licensee.
