Licensing Program Analyst (LPA) Thelma Razo conducted an unannounced Required - 1 Year on 9/07/2022 at 12:30PM. LPA met with Licensees Wan Qin Zhu, and Jie Zhang Zhou and stated the purpose of the visit. A COVID-19 risk assessment was conducted prior to entry to the facility. LPA provided Licensees with LIC 126 Entrance Checklist to facilitate the inspection. LPA was guided to a tour by licensees. There was no adult family member and one minor residing in the home. There was one child in care during the inspection.

All areas identified on the Facility Sketch were inspected to include the following:
  • Childcare areas: hall bathroom, family room, and converted attached garage used for play/activity and fence back yard.
  • Off limit areas: Living room (safety gate in place), one bedroom downstairs. and 2nd floor. Stairs leading to the 2nd floor was barricaded with safety gate.

All areas used by children were inspected for safety, comfort, cleanliness, telephone, ventilation and heating. Licensee stated that there were no poisons in the home. Licensee understand that any poisons must be locked with a key or combination lock. Detergents, cleaning compounds, medicines, sharp objects and

hazardous items that can pose a danger to children are inaccessible in all areas of the home. The valve on the required 2A 10BC fire extinguisher was fully charged. Smoke and carbon monoxide detectors were tested and were operable. Per licensee, there are no bodies of water and no firearms and ammunition on the premises. There were age appropriate toys observed for children. Posting requirements were observed to be posted at the time of inspection.

LPA reviewed LIC 311D with licensee - Forms/Records to Keep in Your Family Child Care Home.
LPA advised the licensee on how to access forms, regulations and quarterly updates online at: www.ccld.ca.gov

LPA discussed the safe sleep regulations with applicant and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed applicant of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must

Licensees were reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. All adults present have obtained a criminal record clearance. The licensees have proof of current pediatric first aid and CPR completed on 8/6/2022.

No smoking, No infant walkers, No Johnny jumpers, No saucer chairs, No trampolines and any other item that falls into this category are not permitted in a family child care facility.

Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platform.

During this inspection, LPA obtained the following:

  • Updated LIC279 Application for a Family Child Care Home License to indicate there were no adult family member living in this home.
  • Updated LIC279B to indicate there's only one minor in this home.
  • LIC9108 for both Licensees.
  • Children's roster.
  • Copy of pediatric first aid/CPR for both Licensees completed on 8/6/2022.

There were no deficiencies cited during today’s inspection. A notice of site visit must remain posted for 30 days. Exit interview conducted and report was given with Licensees Wan Qin Zhu, and Jie Zhang Zhou.
