32 | Based on an interview that was conducted Child#3, staff#4 says bad words, screams, and will be mad when child#3 does not listen to staff#4.
Based on an interview that was conducted with staff#1, staff#1 never worked with staff#4 in one classroom but heard staff#4 to be loud and scream on children, saying like "Grab your things".
Complainant submitted two audio recordings. LPA Eivazian heard the two audio recordings that was submitted by complainant. One recording which was 13 seconds, a female individual stated: " Nine here, ok aha, no it is cross, pay attention to the dam sign". The female voice was loud and serious when stated no it is cross, pay attention to the dam sign.
On 08/22/23 LPA played both audio recordings that were submitted by complainant for staff#3. Staff#3 confirmed it was staff#4 voice. Per staff#3 she observed staff#4 to talk loud and yell at the children. Per staff#3, staff#4 currently does not teach in any classroom and only opens the school and leave around 9:30 AM.
Based on LPA observations and interviews which were conducted and record reviews, the preponderance of evidence standard has been meet, therefore the above allegation is found to be Substantiated at this time. California Code of Regulations, 101223(a)(1)-- Personal Rights--(a) The licensee shall ensure that each child is accorded the following personal rights: (1)To be accorded dignity in his/her personal relationships with staff and other persons is being cited on the attached LIC9099D.
LPA Anomeh Eivazian informed director, Girlie Amarasinghe that this report dated 03/01/2023 document(s) 1 of Type A citation. Type A citation which shall be posted for 30 consecutive days as there is immediate risk(s) to the health, safety, or personal rights of children in care.
Also, LPA Anomeh Eivazian informed the director, Girlie Amarasinghe to provide a copy of this licensing report dated 08/22/2023 that documents 1 Type A citation to parents/guardians of all children currently enrolled by the next business day or the next day the children are in care, and to any newly enrolled parents/guardians for 12 months from the date of this report. A signed Acknowledgement of Receipt of Licensing Report (LIC 9224), or other written statement, must be placed in the child's file for verification.
The Notice of Site Visit (LIC 9213) was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the director, Girlie Amarasinghe at 3:00 p.m..
