Licensing Program Analyst (LPA), Bardo Baluyot conducted an unannounced Required Annual site inspection. Upon arrival, LPA conducted a COVID risk self-assessment and met with Site Director, Veronica Caudillo. Options for Learning Surround Care operates on the grounds of Ocean View Elementary school. The program offers before and after school care from 6:30AM-9:30AM and 1PM-6PM.

There are two portables under this license but only Portable #1 is currently being used due to low enrollment. Per Director, both portables are equipped with phone service and gender specific restrooms. Portable #1 also has an adult restroom. Furniture and equipment were inspected for age appropriateness and good repair. The room is well ventilated via central air. Carpeting and flooring were observed to be clean. Availability of drinking water was also observed via water jugs with cups. First Aid supplies are kept in a first aid kit container and were observed to be complete. Ill children can use the adult restroom if needed. Parents are contacted when children are ill. Cleaning solutions are stored in separate locked cabinets. LPA observed an ample amount of games and other learning materials available for children.

The outdoor play yard was observed to be spacious. The playground is completely fenced with a five foot fence. Options for Learning has been granted permission to use the playground area adjacent to the blue portables. Play structure is age appropriate and is surrounded by wood chips to absorb falls. Teachers will bring the observed red water jug with cups when outdoors. Shade is provided via trees. Children also have access to the basketball courts.

Menus were reviewed for availability, quantity and appropriateness to children in care. The afternoon session is provided with one snack. Snacks are provided by Options Food Program which follow mandated Federal Food Guidelines. Meal menus, license, car seat law, parents' rights for centers, emergency disaster plan and all other posting requirements were observed.

Teacher-child ratios are kept in compliance at all times with one teacher and assistant teaching staff always present/assigned. Sign in and out sheets and procedures were reviewed. Children are signed in by parents or staff upon arrival. An Emergency Disaster Drill log is kept and shows last earthquake and fire drills were conducted on 9/29/22.


This facility provides Incidental Medical Services – IMS.

There are currently (3) children with inhalers. All medications and corresponding documents/authorizations were reviewed and found to be current and complete.

After a complete inspection of the facility, no deficiencies were observed/cited in accordance with California Code of Regulations Title 22 Division 12.
