32 | Additional interviews were conducted by LPA Razo via phone with Reporting Party (5/12/2021 and 7/9/2021), Staff #1-3 (5/27/2021), Staff #4 (7/9/2021), Parent #1 (7/14/2021), Parent #2 (7/16/2021), Parent #3 (7/16/2021) and Parent #4 (7/27/2021).
LPA obtained staff and children's roster, and Camelot Kids Protocol and Procedures (employee handbook).
Allegation #1 Lack of supervision resulting in child engaging in inappropriate behavior with another child.
According to allegation, a child touched C5 inappropriately. Responsible party also mentioned that
C5 said "We will hurt C5 and C5 is going potty too slow". According to the Licensee and staff, children are always supervised and never left unattended. They have indicated that there have witnessed any inappropriate touching and have not heard inappropriate comments made to a child. LPA observed during on site inspection on 6/11/2021 that all children are with staff and in the line of sight by the staff while in the bathroom. Per Licensee, teachers use the word "hurt" all the time, saying please don't hurt your friend, be careful don't hurt yourself, do you see how it hurt your friend’s feeling. Per Licensee, children pick up vocabulary very quickly and merge into a sentence which is out of context. Parents interviewed (4/4) did not indicate any concerns regarding the staff or facility. Based on interviews, and observation, there were no supporting evidence to validate the allegation.
Although the allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation did or did not occur, therefore the allegation is unsubstantiated at this time.
Allegation #2: Staff did not follow hand washing guidelines
The allegation has indicated that Child #5 did not wash hands since C5 has the washable nail polish still on during snack time. Investigation has revealed that the center distributes a weekly newsletter to parents where it features children doing activities in the center. One of the pictures had C5 eating snack with nail polish on. According to Licensee Renae Plant and staff, they have hand washing protocol and procedures which is in the employee's handbook and is being followed accordingly. LPA reviewed the employee handbook and it has indicated the hand washing guidelines. Per handbook, children are to wash their hands after going to bathroom, before and after eating, after blowing their nose, coughing or sneezing, after touching garbage, when hands look or fell dirty or sticky, after helping someone who is sick, after touching or feeling a pet and after playing on the yard. It also listed the five steps to follow: wet hands with clean, running water and apply
