Licensing Program Analyst (LPA) Jacqueline Martinez conducted an unannounced annual Required inspection to the above child care home. LPA met with Jose Romero, Licensee's Brother who guided analyst on a tour of the facility. During this inspection Licensee, Laura Diaz was not present. Also present during this inspection were 4 Assistants. Facility operates from Monday through Friday. A current children’s roster was available and was current.

Mr. Romero states that 2 adults and 3 teenagers currently live in the home. Mr. Romero states that there are currently 6 Assistants. All individuals present in the home have obtained a criminal record clearance prior to working, residing or volunteering in a licensed home.

All areas identified on the facility sketch that children use, were inspected for safety, comfort, cleanliness, telephone service, ventilation and heating (central). The following was observed and reviewed during this inspection.

This is a one-story home which consists of 3 bedrooms, 3 bathrooms, kitchen, dining room, den, living room , front yard and backyard (fenced) and pool. The children use the bathroom in the hallway, living room and dining room area which is converted into a children's play room and the back yard. The children pass through the kitchen to get to the back yard. Per licensee, areas off limits to children include: the three bedrooms, the den, 2 bathrooms, the front yard, the garage and the pool. The licensee provides food for children in care.

Emergency Disaster Plan, Parent’s Rights Poster and the Facility License were observed to be posted. Detergents, cleaning compounds, medications, and other items which could pose a danger are inaccessible to children. Mr. Romero states that there are no poisons in the home and understands that storage areas for poisons must be locked with a key or combination lock.

Fireplaces and open face heaters are inaccessible to prevent access by children. There are two fire places, the first one is in the living room and it is completely covered with a screen and inaccessible to the children. The second fire place is located in the den which is off limits to the children and is also inaccessible with a latch. The valve on the required 2A 10BC fire extinguisher indicates fully charged and was purchased on 5/18/18. Per State Fire Marshall standards, fire extinguishers shall be serviced annually. Smoke and carbon monoxide detectors were tested and are operable. Electrical outlets were covered in the rooms used by the children.

The home is observed to be clean and orderly. There is heating and ventilation for safety and comfort. There are safe toys and play equipment available for children. The licensee states that there is a land line on the premises.

The outdoor play area (back yard) was observed to be fenced. Mr. Romero states that supervision is provided at all times. Facility does not keep a lawn mower and gardening tools in the property.

The licensee and other personnel have completed training on preventive health practices including Pediatric First Aid and CPR. The licensee's and Licensee's staff Pediatric First Aid and CPR expires on 04/13/21. There are first aid supplies available.

Children’s records were reviewed, including but not limited to, a copy of the emergency information card that contains all the information specified by regulation. LPA explained that commencing September 1, 2016, a person shall not be employed or volunteer at a family day care home if he or she has not been immunized against influenza, pertussis, and measles. The licensee does have proof of immunization against influenza, pertussis, and measles. Immunization records were up to date.

LPA issued a Confidential Names List (LIC 811) to the licensee which documents staff and children’s files reviewed during this inspection.

The following items were also discussed with licensee during this inspection.All homes shall conduct fire and disaster drills at least once every six months, and document the date and time of each drill. Last drill documented was conducted on 07/08/19.

PETS: There are two dogs as pets on the premises that are kept in an off limit area in the back yard.

PROHIBITED: Infant Walkers, Johnny Jumpers, Saucer Chairs, Trampolines and/or any other item that falls into these categories are not permitted in a family child care facility. SMOKING IS PROHIBITED IN A LICENSED FAMILY CHILD CARE HOME.
Infant Care: Mr Romero states that currently they are not caring for infants.

Incidental Medical Services (IMS): Mr. Romero states that there are no children enrolled that require IMS at this time. Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. AB1207: The following was discussed: As of January 1, 2018, Health & Safety Code 1596.8662 requires all licensed providers, applicants, directors and employees to complete training as specified on their mandated reporter duties and to renew their training every two years. New employees shall have 90 days from date of employment to complete training as required. The training may be met by using the Department’s website at:http://www.mandatedreporterca.com/. Mandated Reporter Certificate was available.

LPA consulted and explained that any unusual incidents or injuries must be reported to the Department within 24 hours via telephone and within seven (7) days in writing. (use LIC624B for written report). Licensees shall reveal each facility license number in all advertisements, publications, or announcements made with the intent to attract clients. At this time, the licensee is in compliance with California Code of Regulations Title 22. No deficiencies cited.



An exit interview was conducted with Jose Romero, Assistant and Licensee's brother. Notice of Site Visit was provided. The Notice of Site Visit (LIC 9213)must remain posted for 30 days during the hours of operation after each site visit made by a licensing representative. Failure to maintain posting as required will result in a civil penalty of $100.00.
