Licensing Program Analyst (LPA) Fabiola Vasquez conducted a Required 1 year inspection.
Facility is currently licensed for a capacity of 44 children. LPA met with Elizabeth Gaytan, Early Head Start Supervisor and Monica Bonilla, Director.

There are two classrooms located on the property. The classroom closest to the parking lot is a Early Head Start program that operates 7:30am to 4:00pm Monday through Friday. Rebecca Jimenez oversees the Head Start program. There were 15 children with 6 staff. The second classroom near the rear of the property is a Preschool Program that that operates two sessions 8:00 AM. to 11:00 AM, and 12:30 AM to 3:30 PM. Monica Bonilla oversees the Preschool Program. PM session there were 10 children with 3 staff.

LPA Vasquez began the facility tour with Elizabeth Gaytan for the Early Head start program and Monica Bonilla, director for the preschool program.

All areas identified on the facility sketch were inspected. LPA observed a total of 25 children with 9 staff. Teacher-child ratios were observed to be in accordance with Title 22 regulations. The facility is within the conditions, limitations, and capacity specified on the license. Staff names were recorded. All children were observed to be under visual supervision of a teacher at all times.

LPA observed the facility to be clean, safe, sanitary and in good repair. Furniture and equipment was inspected for good repair, free of sharp, loose, or pointed parts. All indoor classrooms were inspected to ensure that the floors have a surface that is safe and clean. All toilets and hand washing facilities are in safe and sanitary operating conditions.

All materials and surfaces accessible to children are toxic free. At this time, the office is used as an isolation area. Parents are contacted immediately when children are determined to be ill and staff are ensuring that children with obvious symptoms of illness are not being accepted.

Snack menus were reviewed to ensure that they are being posted at least one week in advance and visible to an authorized representative. The facility provides Breakfast, Lunch and snack, food is prepared in the cafeteria and is brought to the classrooms. All kitchen, food preparation, and storage areas are clean, free of litter, rubbish, and rodents/vermin. All food is protected from contamination, and LPA inspected that any contaminated food is discarded immediately. There is drinking water available in all indoors and outdoors. All storage containers for solid waste, including moveable bins, have covers on and are in good repair. Disinfectants, cleaning solutions, poisons and other items that are dangerous to children are stored in an area inaccessible to children. Storage areas for poisons are locked. Facility has one or more functioning carbon monoxide detectors that meet statutory requirements. The facility takes measures to keep the facility free of flies, other insects and rodents.
Outdoor play equipment was observed to be in good condition, free of sharp, loose or pointed parts. Outdoor activity space surface is maintained in a safe condition as is free of hazards. The Director states that there are no bodies of water on the premises and LPA did not observe any bodies of water during this visit. Areas around and/or under climbing equipment, and slides has cushioning material to absorb a fall; climbing apparatuses has a single upper level. Director states there are no weapons or firearms on the premises.

Sign in and out sheets were reviewed to ensure that the person who signs the child in and out uses their full legal signature and records the time of the day.

The following was discussed:
Reporting Requirements. Individuals who are 18 years of age or older living in the home must obtain a criminal record clearance. Individuals within one month of their 18th birthday must be fingerprinted immediately. Failure to obtain a criminal record background check clearances prior to initial presence in the home will result in an immediate $100.00 dollar or more per day Civil Penalty.
The facility shall ensure that each child is accorded the following personal rights: to be accorded safe, healthful and comfortable accommodations.

All personnel shall be in good health and shall be physically and mentally capable of performing assigned tasks; personnel that pose a threat to the health and safety of children shall be relieved of their duties. All personnel shall be given on the job training in housekeeping, sanitation principles and universal health precautions.

The licensee’s email address was obtained during this visit. The licensee was advised that email is public information.

LPA advised the licensee to access forms, regulations and quarterly updates on the Child Care Licensing website at: www.ccld.ca.gov.

At this time, the licensee is in compliance with California Title 22 Regulations. Therefore, there are no citations being issued today.

The Notice of Site Visit (LIC 9213) – must remain posted for 30 days during the hours of operation after each site visit by a licensing representative. Failure to maintain posting as required will result in a civil penalty of $100.00.
