Licensing Program Analyst (LPA) T.Tran arrived at Park Place Head Start to conduct a case management inspection for the purpose of modification of the facility program by adding the toddler option attach to the preschool program. Upon arrival, LPA met with Ana Mendez, Education Coordinator. The facility is currently operating with the capacity of 40 preschool age children. The facility is requesting to decrease the capacity of preschool to 20 children by adding the toddler option with the capacity of 16 toddlers. Fire clearance granted and obtained preschool/toddler option. The hours of operation from 7:30 AM - 4:30 PM, Monday through Friday. The facility had sufficient indoor and outdoor with toilets and sinks to accommodate the 20 preschooler and 16 toddlers. LPA observed the toddler yard was made accessible to the preschool children. Facility representative agrees to install the fence separating the toddler yard and make it inaccessible to preschool children.
As of 8/30/23, facility will receive a provisional license until the toddler yard is completely fenced and made inaccessible to another program. Photo image(s) will submit to LPA by 9/30/23 for review to receive a regular license.
The facility is serving breakfast, lunch, and snack. Food will be delivered daily from the private vendor Chefables. During this inspection, LPAs inspected furniture to be age appropriate. The napping equipment were in good condition. Toddler classrooms had changing table with an arm reach from the sinks. Children’s belongings were stored separately. Isolation area located at the staff's office. Food preparation area was clean. Drinking water was available in classrooms and the outdoor play area. Serviced fire extinguishers, smoke detectors/carbon monoxide detectors were observed. All required posting observed.
LPA reviewed and obtained the facility current/updated Personnel Record (LIC 500). LPA reviewed facility's sketch which matched the physical plant of the facility. Updated copy of Parent Handbook. The facility was in compliance with Title 22 regulations during today's inspection.

Exit interview was conducted and a copy of the report was given to the noted person. LPA will mail the updated facility licensed to the facility upon availability.
