Licensing Program Analyst (LPA) Justin Dorsey conducted an unannounced Annual Random Inspection. LPA met with Kanthi De Silva, Director, who guided LPA on a tour of the facility.

LPA inspected all areas identified on the Facility Sketch. The following staff were observed in each classroom during this visit: Class #1 (2-3 year olds): Staff #1 and Staff #2 with 13 children; Class #2 (3.5 - 4 year olds): Staff #3 and Staff #4 with 20 children; Class #3 ( 4.5 - 5 year olds): Staff #7 and Staff #9 with 16 children. Class #1 and #2 share a classroom while Class #3 has its own room.

Students have access to the classrooms, restrooms (located in each class), the front play area, and the back play area. Students of the program are signed in at the main entrance and taken to their assigned classroom by their parents. The facility does not provide transportation. Furniture and equipment are safe and in good repair. There is telephone service, heating, lighting and ventilation available at the facility. Per Director the facility uses the kitchen and a spare room as the isolation areas. The kitchen bathroom has been has been designated for the use of ill children.

Drinking water is available indoors and outdoors. Restrooms used were inspected for availability, good repair, water temperature, toilet paper, area safety and sanitation.

The facility does have a kitchen, which has been made off-limits to children. LPA advised Director for best practice to keep the door shut at all times so that it is inaccessible to the children in care. Only AM and PM snacks are prepared in the kitchen, the facility caters lunches from a restaurant near by called Cibo. Children have the option of the catered lunch program or to bring their own lunches. Snack menus were posted on the parents information board by the front entrance. Snacks were reviewed for availability, quantity and appropriateness to children in care. Poisons are locked in a cabinet. Cleaning compounds and sharp items are inaccessible.

The facility has two separate outdoor play areas. Per Director the front play area near the main entrance is only used in the morning because of the shade that is provided by the building. The front play area consists of asphalt, LPA observed children riding tricycles in this area during the inspection. The main play area which is in the back of the facility consists of a turf area for children to play on. There is a tree in the middle of the playground that provides shade. There is also more play equipment behind a fence in the main care area, this area consists of slides and a sand box. Shade sails provide shade to this area. Per Director this area is used in the afternoon. All play areas are fully fenced. A review of records was conducted for staff and participants. LPA observed that staff have current First Aid and CPR (Expires 07/2020). Staff have met all immunization requirements. Ratios were observed to be in compliance. First Aid supplies are available.

On 08/02/19 at 11:07 am based on LPA interview with Director it was found that the facility did not have a log for disaster drills. Per Director the last earthquake drill was conducted on 07/03/19 and the last fire drill was conducted 07/09/19. Per Director the log was thrown away because there was no more space for documentation.

This facility provides Incidental Medical Services – IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226.The following information regarding ADA was provided: US Department of Justice (USDOJ) toll-free ADA Information Line at (800) 514-0301 (voice)/ (800) 514-0383 (TTY) and link to publication: Commonly Asked Questions about Child Care Centers and the ADA, available at: http://www.ada.gov/childqanda.htm
