Licensing Program Analyst (LPA) Raul Navarro conducted an unannounced annual inspection to the above facility on 10/28/2021. Inspection was conducted in Spanish. LPA arrived at the facility at 11:45AM and met with Licensee Maria Torres who guided analyst on a tour of the facility. Also present during this inspection, was Licensee’s Assistant. Per Licensee, operation hours are 7:00AM to 6:00pm. There are 14 children that are currently enrolled. A current children’s roster was available for review. There were 8 children present upon arrival.

This is a one story home which consists of two bedrooms and 1 bathroom. Primary care for children is done in the living room, bathroom, one bedroom, dining area, garage, and front yard. Per Licensee, the garage is only used as an activity space. Children do not eat or sleep in the garage. Areas off limits to children and parents include: one bedroom, kitchen, laundry room, and the backyard. The licensee provides food for children in care.

Areas accessible to children were inspected to ensure that they are clean and orderly with ventilation and heating for the safety of the children. There is a working telephone service maintained in the home. All adults present in the home have obtained a criminal record clearance or exemption prior to working, residing or volunteering in the licensed childcare home. Detergents, cleaning compounds, medications, and other items which can pose a danger to children are inaccessible. Poisons are locked, as required.

Per Licensee, there are no weapons, firearms or bodies of water on the premises. There are safe toys, play equipment and materials observed for children. Emergency Disaster Plan was posted at the time of inspection. The valve on the required 2A 10BC fire extinguisher indicates fully charged, last purchased on 09/2021. Smoke and carbon monoxide detectors in the were tested and are in operable condition. The Licensee has current Pediatric First Aid and CPR, which will expire on 04/2022.

Proof of immunization against influenza, pertussis, and measles for the Licensee was readily available during today’s inspection. The Licensee has also taken the Mandated Reporter Training.

Licensee states that she is is currently caring for three infants. Licensee states that infants sleep in the living room where they are constantly supervised. Appropriate sleeping arrangements were observed. (one play yard for each infant in care was observed. Play yards did not hinder the entrance or exit from the sleeping space. Play yards were observed to be free of loose articles and objects. No objects were observed to be hanging above or attached to the side of the crib. LPA did not observe any infants swaddled while in care. LPA advised the Licensee that infants shall be placed on their backs for sleeping and shall be supervised. Infants shall be checked on every 15 minutes and the time of each 15 minute check shall be documented with child’s name and date. The LIC 9227 Individual Infant Sleeping Plan shall be completed for each infant up to 12 months of age. A copy of the LIC 9227 was provided to Licensee.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual – Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a plan for providing IMS must be submitted to the Department. The following information regarding ADA was provided: US Department of Justice (USDOJ) toll free ADA Information Line at (800) 514-0301 (voice)/ (800) 514-0383 (TTY) and link to publication: Commonly Asked Questions about Child Care Center and the ADA, available at: http://www.ada.gov/childqanda.htm.

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/ safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Children’s records were reviewed for (LIC) 282- Affidavit Regarding Liability Insurance, Immunization Records, LIC 700- Identification and Emergency Information, LIC 627- Consent for Medical Treatment, LIC 995A Notification of Parents’ Rights, LIC 9227- Infant sleep form (0-12 months, and documentation of 15-minute Infant Sleep Check (0-24 months).

At this time, the Licensee is in compliance with California Title 22 Regulations. Therefore, there are no citations being issued today.

Exit interview was conducted with Licensee Maria Torres. The Notice of Site Visit (LIC 9213) – must remain posted for 30 days during the hours of operation after each site inspection by a licensing representative. Failure to maintain posting as required will result in a civil penalty of $100.00.
