An unannounced Required – 1 Year Inspection was conducted on 12/21/2022 at 12:00 PM by Licensing Program Analyst (LPA) Katrina Chicote. Facility is currently licensed for a capacity of 60 but have 46 currently enrolled. LPA announced purpose of visit and initially met with met with Monique Cole, Head Teacher, who granted entry to facility. Program Coordinator, Jennie Acosta, and Early Learning Center Manager (ELCM) Judy Long, were also present and provided LPA a guided tour of the facility both indoors and outdoors. Facility is located on McKinley Elementary School campus. The program currently operates two programs, AM Program 7:45 AM to 11:15 AM and a Full Day Program from 7:45 AM to 2:45 PM, Monday thru Friday. LPA observed required postings in each classroom including waivers for use of school's restroom and shared outdoor space at time of inspection.

The facility is made up of three classrooms, RM 1101 (Full Day), RM 1109 (Full Day), and RM 1103 (AM Program). LPA arrived at facility while preschoolers were transitioning to nap time. LPA observed 13 children with two staff (S1 and S2) in RM 1109 and 17 children with three staff (S3, S4, and S5) in RM 1101. RM 1103 AM Program was already dismissed for the day.

Beginning at 12:02 PM, furniture and equipment were inspected for age appropriateness and good repair. Telephone service, heating, lighting and ventilation were evaluated. LPA observed learning stations for dramatic play, art, math and science manipulatives with toys available free of loose and sharp parts for children in each classroom. LPA observed a library area with soft seating and books available for quiet play in each classroom. There were cubbies observed as storage for children's belongings. Cots were inspected and observed laid out in each classroom that does not hinder walkways or block any exits. Per Program Coordinator, linens are provided by the facility and laundered weekly and blankets provided by families are taken home weekly. Availability of drinking water was reviewed. LPA observed water fountains in each classroom available for drinking water.

LPA observed a first aid kit is kept in cabinets in each classroom. LPA observed carbon monoxide detectors are operable in each classroom and smoke detectors are present in the facility. Fire extinguishers have been serviced in 08/02/2022. Disaster drill log was available during inspection, last drill conducted on 12/15/2022. LPA observed a sick/isolation area in each classroom, per Program Coordinator school's Nurse's Office is also used for sick/isolation area. Hazardous items including cleaning compounds were stored inaccessible to children. LPA observed medicines for C1 and C2 in RM 1109 stored according to Title 22 Regulation requirements at time of inspection

Snack/lunch menus were reviewed and observed posted. Facility is provided lunch by near by school cafeteria that delivers lunch to classrooms. LPA observed trash cans with tight fitting lids in each classroom for the disposing of food.

Beginning at 12:12 PM, LPA observed bathroom that children will be using located right across from classrooms. Program will be using school's Boys' Restroom which LPA observed to have four toilets and two sinks. LPA observed bathrooms to have operable toilets and sinks, adequate hand washing supplies, and general area safety and sanitation. LPA discussed bathroom supervision policy with staff, and reminded that full supervision, including visual supervision, is required at all times.

Beginning at 12:15 PM, outdoor equipment was inspected for safety, cushioning material, good repair and age-appropriateness. LPA observed play structures: one with climbing equipment and slide, monkey bars, and one with singular slide that have cushioning material below to absorb fall. Required shade and fencing were inspected. LPA observed tables with umbrellas and other shaded areas available for children. LPA advised that the children need to be within the direct care and supervision, including visual supervision of the teacher(s) at all times. The children have access to drinking fountains during outside play. Play area was inspected for hazards and inaccessibility to bodies of water; no bodies of water or hazards observed.

Teacher-child ratios were observed and staff names recorded. Care and supervision was evaluated to determine if the basic needs of children are met and appropriate. Sign-in and out sheets and procedures were reviewed. Personal Rights of children were observed by LPA.

All staff and employees have obtained a criminal record clearance or criminal record exemption as a condition of employment with the Long Beach Unified School District.

Beginning at 12:46 PM, children and staff records were reviewed. Children’s records were reviewed for completeness and documented on the LIC 857. Staff records were documented on the LIC 859. Staff present have proof of the AB 1207 Mandated Reporter Training certificate on file. There is at least one staff member trained in CPR and Pediatric First Aid present during this inspection. CPR card expires on 02/13/2023 for S1. All staff have been given on the-job training sanitation principles, housekeeping, including universal health precautions. LPA did not review confidential forms and information due to the files being stored at the administrative office.

This facility provides Incidental Medical Services – IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. LPA advised the licensee to access forms, regulations and quarterly updates on the Child Care Licensing website at: www.ccld.ca.gov.

The facility was found in compliance per Title 22 regulations, there will be no deficiencies cited today, 12/21/2022.

The Notice of Site Visit (LIC 9213) – must remain posted for 30 days during the hours of operation after each site inspection by a licensing representative. Failure to maintain posting as required will result in a civil penalty of $100.00.
