Ana Chico, Licensing Program Analyst (LPA) conducted an unannounced Case Management Inspection for the purpose of an increase in capacity. LPA met with Cecilia Noriega , Site Director and Barabara Shumacher, Education Coordinator, who guided LPA on a tour of the facility. This is an infant program with a toddler option. Currently there are no waivers granted to this facility as licensee's infant program has a yard exclusive to them. This site also has an inactive State Preschool Program (#19150087) which has not operated in years and is used as an office to register preschool children. There are no shared areas between the infant and toddler option. The proposed hours of operation are Monday - Friday 7:00 AM - 5:30 PM. License is currently granted to provide care to 25 children. The licensee is seeking to provide care to 9 infants and 40 toddlers Parents enter the facility off of Renault.

On this date LPA toured Portables #1 thru #4. All rooms were measured, including the already licensed indoor/ outdoor playground. The Infants program operates in Portable #2 which has a napping area with cribs. All other Toddler Rooms use cots to sleep on. Linen and blankets were observed to be properly stored. All rooms have changing tables, sinks, and water stations. Bedding is washed by staff on a weekly basis or as needed. The ill isolated area is in the director's office which has chairs and an available mat to rest. Any ill child will use the staff restroom Furniture and equipment was inspected for age appropriateness and good repair. Storage for infant's belongings were inspected. Options provides children's meals which are prepared off site and brought to the center. Parents of infant children are provided with formula and diapering needs. Each room has a kitchenette area to warm up meals and/ or formula. A microwave and refrigerator is available.
The playground consists of age an appropriate climbing structure, toys, bicycles and infant strollers. Rubber matting material is in place to sustain falls. Shade is provided throughout via trees and a pergola area. The infant yard is physically separate via a 4ft fence.

Based on measurements taken, a license will be granted to accommodate the requested capacity of 40 Toddlers and 9 Infants. A fire inspection was conducted. LPA will issue a license once a hard copy of the STD 850 is received and the Options Full Day license is closed. No deficiencies are being cited in accordance to Title 22 California Code of Regulations. Exit interview conducted. Appeal rights explained.
