Licensing Program Analyst (LPA) Lissete Gonzalez conducted an unannounced case management inspection on this date. LPA met with Program Manager, Jocelyn Tucker and toured the facility. Also present were the School Readiness Coordinator, Norma Juarez, and Teacher, Jennifer Alvarado. There were 0 children present. LPA conducted the inspection for the purpose of addressing a capacity decrease and the addition of a toddler option to the preschool license. Licensee is requesting a decrease to 0 preschoolers and 20 toddlers to be added to the capacity. Licensee is choosing to provide care only to the toddler age group. Prior to providing care to preschool age children, licensee acknowledges that Community Care Licensing will be notified. Program Administrator, Jocelyn Tucker, states the children that age out of the toddler option age range will have the option to transition to Foundation for Early Childhood Education Ramona Gardens Preschool Head Start located across the street.

LPA inspected the classroom and outdoor playground that will be designated for the toddler option. LPA measured and inspected the toddler classroom. LPA observed age appropriate equipment, toys, and supplies for toddler children. The classroom has designated an isolation area with a mat available in the Director’s office for ill children waiting to be picked up. There are napping cots available for the toddler children. Per Program Administrator, linens and bedding will be laundered by a staff member every Friday. LPA observed a landline in the classroom. LPA tested the smoke and carbon monoxide combination detector located in the toddler classroom and found it to be operational.

There are emergency supplies and a first aid kit located in the classroom. There is a parent board with the required postings at the entrance to the classroom. The children will be signed in and out electronically. The electronic signatures will be stored in the Child Plus database and the server to the database is maintained by at LACOE.

There is a changing table is located in the classroom within arm's reach of a sink. There is a bathroom adjacent to the classroom with 2 toilets and 2 sinks. The restroom was observed to be clean and hazard free. There is drinking water available in form of a water jug with disposable cups located in the toddler classroom. Cleaning supplies are kept in a locked cabinet underneath the sink located inside the classroom. There are trash cans with tight fitting lids available in the classroom. Central air and heating are available in the classroom.

LPA observed snack and meal menus in the classroom. Meals are prepared by Chefables and delivered to facility daily. The kitchen within the facility will be used to maintain meals warm through a food warmer. There is a microwave, refrigerator, and storage space for supplies. The kitchen was observed to be clean and orderly.

The outdoor playground was inspected and measured. There is age appropriate play equipment in the toddler yard. There is a fence separating the toddler playground from the preschool playground. No hazards or violations were observed. The outdoor space is fenced. Drinking water will be provided in form of water jugs and disposable cups. There is adequate shade in the yard.

The toddler classroom measurements can accommodate a capacity of 26 children; the outdoor measurements can accommodate 24 children. Based on the measurements the facility can accommodate 20 toddlers. There is a current and valid fire clearance on file with the Department.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual -
